Controversy As CAO Orders Staff Not To Appear Before Public Accounts Committee

Bushenyi, Uganda: Emmanuel Karasi, the Bushenyi district Public Accounts Committee Chairman, has written to the minister for local government Tom Butime, accusing the Chief Administrative Officer (CAO) for Bushenyi district Mr. Elias Byamungu, of allegedly stopping staff from appearing before the Committee.

Byamungu accuses Mr. Karasi of allegedly overstepping his mandate, not being transparent and allegedly possessing questionable academic documents. Information our Spies got from some Committee members indicates that Karasi had scheduled a meeting for the Public Accounts Committee on Wednesday February 13th, 2019, during which staff with accountability queries would appear to explain their cases. However, it is alleged that Byamungu wrote to all concerned staff members assuring them not to appear before the Committee. While commenting about disagreements between the two district officials, Karasi said that he has already written a letter to the Minister for local government Hon. Tom Butime and the Parliamentary Accounts Committee, asking them to intervene and help him execute his duties as required, without any influence from Byamungu. The Minister is yet to reply Karasi’s letter which will determine his next course of action.
