DFCU Boss Kalema Survives Sleeping In Parliamentary Coolers Over Misconduct

Dr William Kalema, a director at dfcu bank has on Thursday morning survived arrest by the Parliamentary police over misconduct, Spy Uganda reports.

The elderly looking Doctor almost dug his grave when he angrily responded to questions from a COSASE committee member Hon.Elijah Okupa regarding his role in the closure of banks.

While appearing before the Committee on Commissions, Statutory Authorities & State Enterprises (COSASE), Dr.Kalema lost his cool and when Hon.Okupa cornered with evidence that implicated him having abused the law while taking over Crane Bank, because they had no handover report from the statutory manager from BoU.

No nonsense Aruu County MP Hon.Odonga Otto moved a motion that Kalema be arrested by the Parliamentary police for misconduct.

However, the ever cool headed COSASE Chairman Abdul Katuntu (Bugweri) saved Dr.Kalema from the coolers when he ruled that he instead apologises to the member and the committee before they can proceed.

Kalema didn’t misuse the opportunity, he swallowed his pride, grabbed the mic before him and apologised before the members of COSASE! Immediately after his apology was accepted, Katuntu asked MP Otto to withdraw the motion which was calling for his arrest, which he did before business continued.

During the interrogation, it was also discovered that dfcu bank actually valued crane bank assets and determined their own price to buy Crane Bank. The probe continued tomorrow.

Parliament launched a probe into the controversial sale of seven banks after the Auditor general wrote a damning dossier detailing several anomalies in the way Bank of Uganda was carrying out its constitutional mandate.

The closed banks include; Teefe Bank (1993), International Credit Bank Ltd (1998), Greenland Bank (1999), The Co-operative Bank (1999), National Bank of Commerce (2012), Global Trust Bank (2014) and Crane Bank Ltd (CBL) that was sold to dfcu in 2016.
