Jennifer Musisi Resigns As KCCA Executive Director: “Lukwago & Team Have Failed Me”

Full Story: Kampala Capital City Authority Executive Director Jenifer Musisi has resigned her position, TheSpy Uganda can report.

Musisi’s letter to president Museveni

The ED tendered her resignation to President Yoweri Museveni asking to be relieved, after heading the Authority for seven and half years.

In the letter dated Monday October 15th, Musisi says she intends to formally leave office on December 15.

Musisi served as the founding Executive Director KCCA (Formerly Kampala City Council) since April 2011. Her contract, which was renewed for the second time early last year, was supposed to run out in April 2020.

The ED in her letter cited several reasons for her resignation, among them low funding to the Authority, lack of staff motivation and friction between the political and technical wings of KCCA.

Musisi has been engaged almost throughout her tenure, with battles against the City Lord Mayor and many of her efforts to re-organize the city have been met with several hurdles.

“One of the main challenges has been to reconcile the competing interests between political perspectives /decisions and the strategic plans, policies, regulations and work plans of the KCCA Technical Team. Consequently, it has increasingly become difficult to achieve set targets,” she wrote.

“There is inadequate political support to the efforts of the KCCA Technical Team to transform Kampala. Many planned City improvement plans have not received political support and therefore not been implemented,” she decried.

Musisi further informed the president that KCCA was unable to fully meet the Government and Public expectations in City Development Programmes and service delivery demands due to inadequate funding.
