The Ministry of Lands, Housing and Urban Development has unveiled its fourth Strategic Plan (2025/26–2029/30), outlining an ambitious roadmap to accelerate land administration, improve housing delivery, and strengthen urban development across the country.
The plan was officially launched on Tuesday by Hon. Judith Nabakooba, Minister of Lands, Housing and Urban Development, during a ceremony attended by senior government officials, technocrats, and development partners.
Speaking at the event, Minister Nabakooba emphasized that the new strategy is anchored on the theme “Leveraging Land for Accelerated Socio-Economic Transformation,” noting that land remains central to Uganda’s aspiration for tenfold economic growth under the forthcoming National Development Plan IV.
She thanked President Yoweri Kaguta Museveni for his guidance on key sector reforms, particularly the adoption of blockchain technology to secure the land registration system and ongoing efforts to strengthen physical planning through amendments to the Physical Planning Act.
“We commit to securing land tenure, developing vibrant cities, and delivering decent housing for all Ugandans. Proper land management and organized urban development are foundational pillars for national transformation,” Nabakooba said.
The Strategic Plan sets out five core objectives:
- Strengthening land administration and management systems
- Enhancing integrated land use planning in rural and urban areas
- Developing livable, productive, and climate-resilient urban systems
- Implementing housing delivery programmes and supporting real estate markets
- Strengthening policy, legal, and institutional coordination
Alongside the Strategic Plan, the Ministry also launched its Service Delivery Standards for 2025/26–2029/30, which detail timelines, quality parameters, and accountability benchmarks for all services offered by the ministry.
“These service standards will improve efficiency and ensure that Ugandans receive timely, transparent, and predictable services,” the minister said.
She also acknowledged the support of key government institutions—including the National Planning Authority, Ministry of Finance, Office of the Prime Minister, and the Public Service during the development of the new national frameworks.
The launch marks a significant step in the government’s ongoing efforts to modernize land services, reduce disputes, promote orderly urban growth, and expand access to affordable, decent housing.
