Another Concerned Citizen Petitions Speaker Kadaga To Block COSASE 2nd Probe On BoU

By Andrew Irumba

Kampala: We revealed on this website last week how fire had been stirred up  at parliament, after Kawempe South MP Mubarak Munyagwa, the chairperson of the Committee for Statutory Authorities and State Enterprises (COSASE), appointing a sub-committee to do a new inquiry into how Bank of Uganda officials sold several commercial banks.

Most members of Parliament opposed Munyagwa’s decision to appoint a sub-committee to investigate a matter that had already been investigated by former COSASE chairman Abdul Katuntu’s committee. However, it is not only the legislators that are against Munyagwa’s Sub-committe, which is chaired by his deputy Ibrahim Kasozi. So far another concerned citizen identified as Michael Busingye has petitioned the speaker of parliament Rebecca Kadaga, asking her to block the New Kasozi-led  Sub-committee created by COSASE chairperson Munyagwa  According to un-do Katuntu’s earlier achievements.

According  to Byaruhanga’s petitiom, the exercise is bound to cost government more tax payers’ money, and in addition, the investigation was perfectly performed by Katuntu’s committee and there is no reason as to why the committee should waste time and money on the same issue again.

This is the second petition to the speaker in a period of six days demanding the same. The first petition was presented to the office of the speaker last Friday by Sam Kakuru, a student at Uganda Christian University. Byaruhanga also says this could be a syndicate and Diversionary move created by Deputy Governor Dr. Louis Kasekende and Director Tullow Oil Jimmy Mugerwa to sabotage the previous Findings Of the Former Chairman Abudu Katuntu.
