The Ministry of Local Government has interdicted five senior officials in Sembabule District following allegations of gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety.

The interdiction, contained in a letter dated August 1, 2026, was issued by the Ministry’s Permanent Secretary, Ben Kumumanya, and directs the Chief Administrative Officer (CAO) of Sembabule to immediately enforce the decision.

The affected officials are Mr Kyemba Allan, District Physical Planner; Mr Mugabe Gregory, District Community Development Officer; Mr Musoke Twaha, Senior Land Management Officer; Mr Kananura Emmanuel Champion, Senior Assistant Secretary/Secretary to the District Land Board; and Mr Kakuru Micheal, District Forest Officer.
According to the letter, the decision follows a meeting convened in Sembabule by the Minister of Local Government, during which a number of issues concerning the officials were raised.

The Ministry said the allegations included gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, among other concerns, which it said had greatly compromised service delivery in the district.
“As a result, it has been decided that the above-mentioned officials be interdicted to pave way for investigations by the State House Anti-Corruption Unit and other relevant Government agencies,” the letter states.

The officials have been interdicted with immediate effect in accordance with Regulation F-S 14 of the Public Service Standing Orders, 2021.
The Ministry has consequently instructed the Sembabule Chief Administrative Officer to take urgent action to implement the interdictions and facilitate the investigations.
The move comes as the Government intensifies efforts to strengthen accountability and curb abuse of public resources in local governments.

The letter was copied to the Minister of Local Government, Minister of State for Local Government, Inspector General of Government, Head of Public Service and Secretary to Cabinet, Head of the State House Anti-Corruption Unit, Resident District Commissioner and District Chairperson of Sembabule.
The interdiction does not constitute a finding of guilt, and the affected officials are expected to have the allegations investigated through the appropriate processes.
