Breaking: Furious Museveni Fires Eight Top EC Officers Ahead Of 2020/2021 General Elections

Kampala: Breaking news on TheSpy Uganda table is that long serving Electoral commission Secretary Sam Rwakoojo is history in the commission after President Museveni’s new reshuffles.

According to our Sources very close to HE, today early morning state house issued a knifing letter to EC headquarters and the Public Service Commission ordering them to make an immediate effect of replacing Rwakoojo with Richard Kamugisha the current head of field operations at the Electoral Commission.

Sources add that its not Rwakoojo alone that has faced the sharp knife of Museveni, but also President ordered that a total of seven top bosses from the technical wing exit the EC offices with immediate effect and among these include the Commission’s publicist Jotham Taremwa.

“It’s not going to be easy because the CiC is extremely angry at what has been happening and has since directed comprehensive investigations into some of the major procurement and financial decisions of the Rwakojo-era,” says an influential source very close to the President.

“The IGG, Col Nakalema and others have already received huge files regarding the sensitive financial and procurement decisions which the HE is very furious about because of self-enrichment.”

On addition, the source says that one of the causes of the reshuffle has been Rwakojo’s relation to the overall EC management reluctance to warm up to the HE’s proposal that the JV of UPPC and German company called Veridos to be the ones to handle the printing of ballot papers and other electoral materials for 2021.

Among the other top officials that have been fired along with Rwakojo include IT Director Namugera Pontius (also head technical support services), Director Finance & Administrator Joseph Lwanga, Data Department’s Edgar Kasigwa, Jordan Lubega (Administrator networks), Musuza Charles (from data section) and Godfrey Wanyoto who has been heading procurement.

The new changes comes few days after Sam Rwakoojo had been dragged to court by fourteen members of the opposition, who sought to have him removed from office saying he was not entitled for reappointment.

The applicants challenged the legality of Rwakoojo’s contract on-premise that he had served beyond the statutory five years term contrary to section 5(3) (a) of the (EC) Act amended in 2010.

However, Electoral Commission lawyers Kiryowa Kiwanuka and Usaama Sebuufu from K&K Advocates argued that the amendment of the Electoral Commission Act of 2010 did not retrospectively affect Rwokoojo’s existing contract after it was extended in 2009.

Rwakoojo was appointed in 2001, a position he has continuously occupied. The contract was later revised in 2009 for another five years, upon expiry of the contract it was again extended in 2014.  Now the chase out letter came in when his contract had since been extended again from 2019 to 2024.
