Breaking! Uganda’s Gabriel Data Elected OAGS President

Entebbe- Uganda has scored a seismic diplomatic and technical victory after Gabriel Data, Assistant Commissioner Geology at the Ministry of Energy and Mineral Development  (Minerals Department) was overwhelmingly elected Presidency of the Organisation of African Geological Surveys (OAGS)- the continental body that unites, guides, and strengthens national geological institutions across Africa.

The election, which took place during Day Two of the OAGS Summit in Entebbe, saw Uganda emerge as the automatic favourite after Angola and Kenya—the only other countries nominated— failed to formally accept their nominations. After a final call for additional nominations yielded none, member states unanimously agreed that Uganda should take the mantle.

This gives Uganda the highest office in Africa’s geoscience leadership for three years, renewable once, positioning the country at the centre of continental mineral development, capacity-building, innovation, and geological governance.

Who Is Gabriel Data? Uganda’s New Geological Diplomat

Mr. Gabriel Data is not a stranger to the continent’s geoscience corridors. Known for his steady leadership and deep technical expertise, Data has built his career over decades inside Uganda’s geological system — from field mapping, mineral exploration supervision, to spearheading national projects.

He currently serves as Assistant Commissioner Geology, overseeing mapping programmes, geochemical surveys, geo-hazard monitoring, mineral appraisal, and human capital development in geoscience. He is also known for championing mineral value-addition strategies and technical reforms within the extracting sector.

Academically, Data is equipped with a Bachelor’s degree in Geology and Chemistry from Makerere University and a Master’s degree in Earth Resources Exploration from ITC in the Netherlands. His professional journey includes leading major projects in Karamoja, nationwide airborne geophysical surveys, mineral resource assessments, and contributing to key government mineral development strategies.

Though a private man regarding family matters, colleagues describe him as disciplined, methodical, and passionately committed to the advancement of Africa’s geoscience capacity.

What OAGS Does — And Why This Presidency Matters

Founded in 2007 under the New Partnership for Africa’s Development (NEPAD) and the African Mining Partnership, the Organisation of African Geological Surveys was created to strengthen the continent’s geological surveys through cooperation, training, information sharing, technology transfer, and capacity building.

Its vision is to see African Geological Surveys become competitive, well-resourced, and capable of steering the continent’s natural resource agenda. Its mission revolves around:

  • building and strengthening geoscience institutions
  • harmonizing data and exploration standards
  • supporting mineral discovery and value-addition
  • promoting geohazard monitoring
  • providing decision-makers with accurate, scientific information
  • driving coordinated continental training programmes

One of its flagship achievements is PanAfGeo, a training programme that has already empowered nearly 2,000 African geoscientists in exploration, mapping, environmental geology, cartography, and artisanal mining management. The next phase, PanAfGeo+, will run up to 2029, expanding training and innovation across the continent.

Uganda’s Big Win — Why Data’s Election Is Strategic

Experts say Data’s victory is more than symbolic. It brings financial, technical, and social benefits, while turning continental focus towards Eastern Africa, a region with immense but underexplored mineral potential.

Uganda now stands at the centre of continental conversations about mineral value addition, survey modernization, geological data harmonization, and geoscience capacity building.

Under Data’s presidency, Uganda can influence:

  • continental geological mapping priorities
  • regional mineral exploration initiatives
  • Africa-wide training programmes
  • cooperation with Europe, China, and global partners in geoscience
  • investment attraction strategies for mineral-rich countries

“This is one of the fruits of hosting OAGS in Entebbe,” an official at the summit noted — a continuation of Spy Uganda’s earlier reporting on the significance of hosting the continental meet.

OAGS Leadership Structure

Alongside Uganda’s new presidency, the continental leadership lineup now includes:

  • VP Central Africa: DR Congo
  • VP Eastern Africa: Madagascar
  • VP Northern Africa: Algeria
  • VP Western Africa: Ghana
  • VP Southern Africa: Mozambique

This diverse leadership ensures regional representation while strengthening cross-continental coordination.

With Gabriel Data at the helm, OAGS enters a period expected to amplify geological research, mineral development, and technical cooperation across Africa. For Uganda, this is a geopolitical and scientific milestone, positioning the country as a continental leader in geoscience at a time when global demand for minerals is skyrocketing.
