The Uganda Civil Aviation Authority (CAA) is basking in celebration following the election of its Manager Finance, Ms. Nancy Owino Amuge, to the Governing Council of the Institute of Certified Public Accountants of Uganda (ICPAU) — a milestone that marks a significant step in her exemplary public financial management career.

Ms. Amuge was elected through a secure electronic ballot conducted between June 12–23, 2025, with results officially announced during ICPAU’s Annual General Meeting (AGM) held on Thursday, June 27, 2025, at the Imperial Royale Hotel in Kampala.
The elections, themed “Transforming the Accountancy Profession for the Future,” attracted high engagement from certified accountants across Uganda, reflecting the urgency and collective ambition to modernize and professionalize accountancy in a rapidly changing digital economy.

In a statement shortly after the announcement, Uganda CAA extended heartfelt congratulations to Ms. Amuge, commending her integrity, vision, and leadership.
“We are confident that you will serve with integrity, excellence, and vision as you contribute to shaping the future of the accountancy profession in Uganda. Wishing you a successful and impactful tenure!” the Authority said.

Ms. Amuge brings over 17 years of extensive experience in financial management, audit oversight, and regulatory compliance. At the helm of finance at Uganda CAA, she has led with distinction, championing fiscal discipline, transparency, and corporate governance reforms — qualities that have earned her wide respect in both public and private finance circles.
She holds a Master’s degree in Financial Management and is a Fellow of the ICPAU, having previously held senior audit roles at the Office of the Auditor General and the Ministry of Finance.
Colleagues describe her as a principled, results-oriented leader with a keen understanding of financial ecosystems across government and regulatory sectors.
Ms. Amuge’s election to the Governing Council comes at a critical juncture, as ICPAU intensifies efforts to modernize the profession and align with international financial reporting standards (IFRS).
According to CPA James Isiko, a policy analyst at ICPAU:
“Nancy’s presence on the Council is likely to accelerate performance-based budgeting, enhance regulatory compliance, and foster stronger member engagement.”
“Her blend of public sector insight and regulatory experience is exactly what the profession needs as it navigates the evolving financial landscape,” he added.
In her first remarks after the announcement, Ms. Amuge said:
“This is an honor and a responsibility I do not take lightly. I am committed to serving with purpose, transparency, and dedication to ensure the accounting profession in Uganda continues to grow in credibility and relevance, both locally and internationally.”
She pledged to advocate for:
- Enhanced capacity building for accountants,
- Digital transformation in accounting systems, and
- Stronger institutional collaboration between ICPAU and government agencies.
Her election also reflects growing momentum for gender equity in Uganda’s financial leadership. Ms. Amuge’s success sends a strong signal about the growing role of women in shaping Uganda’s financial governance and professional future.
The newly elected Governing Council members will serve a three-year term, charged with driving ICPAU’s strategic direction, regulatory framework, and member development programs.
With her proven track record and visionary outlook, Ms. Amuge is expected to play a pivotal role in redefining Uganda’s accountancy landscape for the next generation of financial professionals.
