Deputy AG Kafuuzi Speaks Out On ‘Secret Plan’ Of Amending Constitution Again & Only Allow MPs To Elect President

By Spy Uganda

Kampala: Deputy Attorney General Jackson Kafuuzi has responded to reports that the NRM government is once again cooking a ”toxic plan” of amending the constitution to only allow MPs to elect the president.

Yesterday reports from a couple of radio stations claimed that the Gov’t is mobilizing funds to set up a Constitution Review Commission with the view of changing Uganda’s election system to Parliamentary democracy.

Now responding to the above via his social media handles, Kafuuzi said, ”I’ve come across social media sites alleging an impending amendment to the constitution through a constitutional review commission. They all claim to be quoting me. It’s not true & whoever is circulating it must be attempting to fulfil his or her own intentions.”

According to Kafuuzi, the radio stations misquoted him defending himself that he only said when a constitution is made, it has to be reviewed to strengthen it by way of amendments saying he was referring to the changes in terms limits among other previous amendments.

He says, “I don’t know where the media picked that story. All I told CBS radio was that when a constitution is made, it has to be reviewed to strengthen it by way of amendments. I made reference to the changes in terms limits among other previous amendments.”

Meanwhile, these reports have awakened Ugandans’ grievance against the NRM government as some think if this is true then it will be terrible than the age limit amendments.

Museveni’s government has changed Uganda’s constitution twice to allow him to extend his rule. In 2005, it removed a two-term limit on the presidency. Twelve years later, it voted to scrap an age limit of 75. The cap allowed Museveni to stand again in 2021 as a presidential candidate.

In a Parliamentary system, a democratic form of government is in which the party (or a coalition of parties) with the greatest representation in the legislature forms the government.
