Ex- Flying Squad Commandant Herbert Muhangi Applies For Bail

KAMPALA, Uganda: The General Court Martial is set to sit and consider to grant Herbert Muhangi bail on condition of poor health. SSP Muhangi is the former Commandant of the Dreaded Flying Squad Unit.

He has been in detention at the Makindye Military Barracks Detention Facility on a number of charges ranging from aiding the kidnap and illegal repatriation of Rwandan nationals and failing to protect war materials. His lawyers, Capt., Charles Ssekayita requested the General Court Martial headed by Gen. Andrew Guti, sitting at Makindye to grant his client bail. Ssekayita who presented medical forms in court said Muhangi is suffering from peptic ulcers. He said bail is a constitutional right which should be granted when applied for. Muhangi and other top police leaders such as SSP Nixon Agasirwe, the former commandant Special Operations and Col. Ndahura Atwooki, the Director of Crime Intelligence have been in detention for over 250 days.

Ssekayita presented, ACP Emmanuel Muhairwe, the Human Resource boss at the Uganda Police Force, Mr. Kakuru Robert, a Makerere University Don, and ACP Elvis Byamugisha as sureties. Others under detention include: ASP Muramira Patrick, AIP Ayebaza Jonas, Police Constable Abel Muyomba Kitagenda, all former Flying Squad operatives, accused of torture and inhuman treatment of suspects.
