Ex-KCCA ED Musisi Welcomes Dorothy Into Office, Lukwago Warns Of Hurdles Ahead

Kampala: The former executive director of Kampala Capital City Authority Jennifer Semakula Musisi has welcomed her successor Dorothy Kisaka day after she was sworn in as the new executive director.

The first City Leader in Residence at Bloomberg Harvard City Leadership Initiative at the Ash Center of the Harvard Kennedy School, in Cambridge, Massachusetts, United States, Ms Jennifer Musisi wished the best to the new Executive Director in her new position.

“I wish you the very best in your new position Dorothy as KCCA Executive Director,” she posted.

Yesterday Thursday 30th July, 2020, Kisaka was sworn in as the new Kampala Capital City Authority Executive Director at City Hall where she revealed that the concern for developing Kampala and safety for all will be her core concern.

 

“We shall work towards minimizing interruptions to development by building bridges that promote peace across the many stakeholders. We cannot develop the City in the midst of unending intentional interruptions. We will promote a culture that says we are bigger than the differences that divide us. The people of Kampala deserve that. We can all win,”Kisaka said in her inaugural speech.

She added, “We shall not yoke with detractors of development or those who steal public property, or promote divisions that deter development, or eat the bread of laziness, or mistreat City dwellers, or in any way break the law and deter the good work of developing Uganda. We shall be trustworthy stewards of this great trust of Kampala city. Hon Minister, we know you shall hold us accountable,”

However, speaking to journalists on the sidelines of the function, City Lord Mayor Erias Lukwago warned the new KCCA boss of the hurdles awaiting her as she strives to transform the city.

“The Kampala they(new KCCA leadership) have come to serve is not a joke. It has its own problems and its own people that they must take into consideration,”Lukwago said.

“We have people who are the owners of the city that we serve and we must follow the law. One problem has been disregard of the law.”

The KCCA technical wing headed by the Executive Director has for the past 10 or so years been at loggerheads with the political wing headed by the Lord Mayor over a number of issues.

For this matter Lukwago asked that the issues that have in the past created a situation of animosity at City Hall ought to be addressed.

“These uncoordinated movements and policies which are not properly anchored on plan are causing us problems. We are being cast in bad light that we are fighting development yet we want organised development,”Lukwago said.

Who Is Dorothy Kisaka?

Dorothy Kisaka, is a Ugandan lawyer and corporate executive who was appointed as the Executive Director of Kampala Capital City Authority, on 12 June 2020. She replaces Jennifer Musisi, the founding executive director of KCCA, who resigned on 15 December 2018, and Engineer Andrew Mubiru Kitaka, who has been acting as Executive Director from December 2018 until June 2020.

Kisaka was born in Uganda in 1964. After attending local primary and secondary schools, she was admitted to Makerere University, in Kampala, the capital city of Uganda, where she graduated with a Bachelor of Laws degree in 1987. She followed that by obtaining a Diploma in Legal Practice from the Law Development Centre, also in Kampala. She was then admitted to the Uganda Bar.

Her second degree is a Master of Arts in Organisational Leadership and Management, obtained from Uganda Christian University, in Mukono, Uganda. Her third degree is also a Master of Arts degree, awarded by York St John University, in the United Kingdom

Immediately prior to her current appointment, she was a Senior Presidential Advisor deployed as Deputy Head of the Prime Minister’s Delivery Unit in the Office of the Prime Minister. From 1999 until 2014, she was an Associate Attorney at Kiyimba—Kisaka & Company Advocates, based in Kampala.

In April 2020, Yoweri Museveni, the President of Uganda, appointed Dorothy Kisaka as secretary of the COVID-19 Response Fund. Following interviews with the Uganda Ministry of Public Service, she is expected to assume office as the second substantive executive director of KCCA.
