Murchison Bay, Luzira – On Tuesday, TheSpy Uganda Investigations Team visited remanded police officer D/ASP Charles Twiine Mansio, currently detained at Murchison Bay Prison, following his court appearance last week. Twiine, widely recognized for his role as Police CID’s Spokesperson, broke his silence, claiming he is being “recklessly sacrificed” by mafias allegedly targeting Speaker Anita Among.“The IGP recklessly handed me over to plainclothed security personnel, who blindfolded me and rotated me around Kampala before dumping me in Kasenyi,” Twiine, prisoner No. 1339 recounted.
In a detailed interview, Twiine insisted he is innocent and being framed as part of a broader political scheme.“These mafias are not just after me—their ultimate target is Anita. I have been their stumbling block. They had to get me out of the way first. All the charges against me can only be believed by people who don’t know me or have never dealt with me,” he said.“To those who’ve judged me prematurely, I apologize for appearing reckless. But to those who know my conscience—I am still the same sober Twiine they always knew. The truth will exonerate me.”

Deeper Forces at Play?
Separate investigations by TheSpy Uganda, corroborated by credible sources, reveal that Twiine’s troubles may partly stem from his past role in unearthing major corruption scandals involving influential individuals.“You see, I worked with Twiine in deep investigations some years back,” one source said. “We uncovered billions lost in corruption scandals. One of the suspects was a highly connected mafia figure. We managed to cut off his networks and successfully prosecuted him. He served for some time in jail before he got bail, but when he returned, he warned Twiine that there would be payback time—no matter how long it took.”
On Alleged Social Media Posts
Twiine also strongly denied authorship of controversial Facebook and Twitter posts cited in the charges against him.“I was last on Facebook in 2020. When the Commander-in-Chief banned the platform during the 2021 elections, I left—as any serving officer should. My accounts were hacked. Whoever did this had their own intentions.”

He added:“How could I insult my own boss, Speaker Anita, my commanders Gen Muhoozi, or H.E the President while I’m still serving? That would be madness.”
Twiine also questioned the credibility of the evidence used against him:“After hacking my account, they sent up to 10 messages to Noa Mutwe via Messenger. There was never a single response. Do you believe I would keep sending messages without reply? It makes no sense.”

According to the source, the mafia figure blamed Twiine for his downfall and vowed revenge.“But we were just doing our job,” the insider emphasized. This insider claimed it’s this very former convict whom the security is using to ‘manufacture evidence’ using cyber to show that Twiine is sharing state information using his social media accounts. Sadly these people using him present these doctored reports to their security bosses who take them on face value, because thinking these people indeed investigated,yet the cyber guy is simply using this as a payback to Twiine. But the problem will come when court tasks them to prove the allegations,” source added.

Twiine concluded with a firm defense of his integrity and career.“In all my years in security, I have never been reckless. The state secrets I carry as a former PRO—anyone in their right mind knows I would never stoop that low. Sadly, they’ve dented my career and image, which I’ve built for years. But I am innocent—and soon, the truth will come out.”
