Kampala: President Museveni has reshuffled Permanent Secretaries finally moving long time serving Finance Ministry PS Keith Muhakanizi to Office of the Prime Minister.
By the Powers given to me under Article 99, 172(1) (a) of the Constitution of the Republic of Uganda and the Uganda Public Service Standing Order (A-n), I hereby, retire the following Permanent Secretaries in the Public Interest: pic.twitter.com/lv54o69ib2
Muhakanizi has been replaced by Makerere University Business School lecturer, Ramathan Ggoobi. Ggoobi is a newcomer into government but was instrumental in the National Resistance Movement party manifesto formulation of Emyooga project.
In other appointments, Beti Olive Namisango Kamya (BONK) is the new Inspector General of Government while former Deputy IGG Mariam Wangadya has been appointed Head of Uganda Human Rights Commission.
Former defense and veteran affairs Minister Adolf Kasaija Mwesige from Bunyangabu, who recently knelt down and penned a letter to President Museveni requesting for a job has been named Clerk to Parliament, while former State House Comptroller Lucy Nakyobe has been named Head of Public Service and Secretary to Cabinet replacing long-serving John Mitala. Nakyobe was replaced by Jane Barekye.
By virtue of the Powers given to me under Article 174 (2) of the 1995 Constitution of the Republic of Uganda, I hereby, appoint Ms. Lucy Nakyobe Mbonye as theHead of Public Service and Secretary to Cabinet. I also appoint Ms. Jane Barekye as the State House Comptroller.
Other new entrants are former joint Chief of Staff, Lt. Gen. Joseph Musanyufu, who has been named new Permanent Secretary Ministry of Internal Affairs, former Deputy Managing Director National Social Security Fund Geraldine Ssali is now the Permanent Secretary of Ministry of Trade, Industry and Cooperatives and Eng. Godfrey Mutabazi formerly Executive Director Uganda Communications Commission (UCC) has been taken to Public Service Commission.
Museveni also retired seven permanent secretaries ‘in the public interest’, who had served for long.
“By the powers given to the President by Article 99, 172 (1)of the Constitution of the Republic of Uganda and the Uganda Public Service Standing Order (A-n), I hereby retire the following Permanent Secretaries in the Public Interest; Kintu Guwatude, Kivumbi Lutaaya, Pius Wakabi, Benon Mutambi, David Ebong, Jane Kibirige and Patrick Mugoya”, he ordered.
Maj. Gen. David Kyomukama Kasura, the former commandant of National leadership Institute Kyakwanzi has been posted to Ministry of Agriculture While Ms Irene Batebe heads to Ministry of Energy.
Mr. Vincent Bagiire, the outgoing PS of Ministry of Information and Communication Technology has been posted to Ministry of Foreign Affairs replacing Amb.Patrick Mugoya.
By the Powers given to me under Article 51(1) and (2) of the Constitution of the Republic of Uganda, I hereby, appoint Ms. Marriam Wangadya as Chairperson of the Human Rights Commission.
