Former Flying Squad Commander Herbert Muhangi Released, Movements Limited To City Centre!

Makindye, Uganda: The fact that the General Court Martial sitting at the Makindye court premises proved that former dreaded Flying Squad Commander suffered from stomach ulcers, was reason befitting to allow him go home and enjoy the comfort of his home and family.

ACP Herbert Muhangi regained his temporary freedom from the coolers of the Makindye Military detention when he was granted bail by the General Court Martial chairman, Lt General Andrew Gutti on Tuesday.

Muhangi was released on a non-cash bail of 10 million shillings whereas his sureties were placed on a Shs50Million non-cash bond.

Gen Gutti said: “I am satisfied with all the sureties presented by Muhangi, and I also consider the fact that the suspect suffers from stomach ulcerations which require extra medical attention.”

The army court, among other conditions, ordered Muhangi not to leave Kampala without permission from court.

He is also supposed to report twice every month to the army court’s registry as part of his bail terms.

Guti gave Muhangi bail basing on the fact that Muhangi, is a first offender, and has been a long serving high ranking officer who has never been convicted of any criminal offence.

Muhangi is facing charges of failure to protect war materials, kidnap and repatriation of Rwandan Refugees, and unauthorized issuance of guns to members of the public.

He is among the seven other officers, who were the blue eyed boys of the former Inspector General of Police, Gen. Kale Kayihura who are being charged over similar offences.

He has been under detention since late year (7 months)  when he was arrested by a team of security from CMI and ISO.

Muhangi and others area accused of illegally issuing out guns to Boda-Boda 2010 patron Abdullah Kitatta, and also kidnapped and repatriated Rwandan Refugees; Joel Mutabaazi, Jackson Karemera and Innocent Kaliisa between 2010 and 2018.
