Kampala: In the national order of precedence, Vice-Chancellors are next to Governor Bank of Uganda. In other words, they are supposed to get the same treatment, security detail and all other benefits either the same or at least similar to those a Governor Bank of Uganda is given.

Even on all national events, Vice-Chancellors are supposed to seat with the Governor BoU and the rest of the dignitaries follow as you see in the attached list.

National Order Of Precedence

To arrest a VC, one needs to write to him/her or summon them, with reasons clearly stated. But in the Ugandan context, if writing becomes a totem-like it has practically been seen, then, on arrest, you accord the VC due respect and honour and carry out the arrest with dignity. He/she can only lose that right if he/she becomes violent and tries to refuse arrest.

In the national precedence order, a vice-chancellor is actually bigger than an RDC and LC District Chairman therefore a person of such calibre one to arrest him must even first identify him/herself and the cause of arrest.

But contrary to the above, CMI plain-clothed gunmen picked Dr.Muganga like a chicken thief and banged him into a type of van known in Uganda as “drone“, which is associated with abductions of government opponents.

Meanwhile, UPDF spokeswoman, Brigadier Flavia Byekwaso has responded to the above revealing thus; “Muganga was arrested by joint security forces in connection with espionage and illegal stay in the country. Investigations into the matter have commenced.”
