Kampala—Patriotic League of Uganda (PLU) Chairman Gen Muhoozi Kainerugaba has constituted a special organising committee to oversee the official handover of office to the organisation’s new Secretary General in a highly anticipated event scheduled for Wednesday, June 24, 2026, at the PLU headquarters in Naguru, Kampala.
The ceremony, which insiders describe as more than a routine administrative transition, is expected to attract cabinet ministers, state ministers, Members of Parliament affiliated to the movement, senior PLU officials and members of the organisation’s Central Committee (CC).
According to information obtained by our Spy Uganda, the organising committee is chaired by Hon Ojala Mapenduzi, deputised by Hon Chemonges William, while Hon Marshall Alenyo serves as head of publicity. Other members include Hon Peter Pex, Hon Muhammad Masaba, Hon Aeku Patrick, Hon Aine Sodo Kaguta, Hon Mulindwa David, Hon Adrine Katusiime, Hon Mariam Saif and Hon Jovia Katusiime.
Sources close to the party revealed that the committee was specifically constituted to organise the Secretary General’s handover ceremony and will automatically dissolve upon completion of its assignment.
A Handover Loaded With Political Significance
Although officially a ceremonial transition, the event comes at a time when Gen Muhoozi is undertaking one of the most consequential reorganisations of PLU since its formation.
Recent changes within the movement’s top leadership have seen some influential figures lose prominence while new heavyweight political actors have been elevated into strategic positions.
Political observers argue that the reshuffle reflects Gen Muhoozi’s determination to transform PLU from a grassroots mobilisation platform into a more structured national political organisation capable of influencing Uganda’s future leadership trajectory.
At the centre of the latest restructuring is the appointment of Kiryowa Kiwanuka, Uganda’s former Attorney General and current Minister of Defence and Veteran Affairs, as PLU Vice Chairman for Buganda and the Central Region, replacing motar mouthed Frank Gashumba. Gashumba is viewed as more combative character and less logical in approach to issues fit for campaign rallies in Kyanamukaka, according to city lawyer on condition of anonymity.
The appointment has generated considerable discussion within political circles because of Kiwanuka’s extensive experience in government, law, diplomacy and public administration compared to M23 proponent, Gashumba.
Why Kiryowa Kiwanuka Matters
Analysts believe Kiwanuka’s arrival significantly strengthens PLU’s standing in Buganda, Uganda’s most politically influential region.
Unlike many political mobilisers whose influence is largely confined to rallies and public engagements, Kiwanuka is widely regarded as a respected establishment figure capable of engaging traditional institutions, government structures, foreign diplomats and influential stakeholders.
One Kampala-based lawyer and political analyst told Spy Uganda that the appointment reflects strategic thinking within Muhoozi’s camp.
“When you look at the clout and weight of a whole former Attorney General and now Minister of Defence like Kiryowa Kiwanuka, you immediately understand that PLU is moving beyond ordinary mobilisation politics. Such a person can engage Mengo, government institutions, diplomats and senior political actors. These are appointments designed for serious political engagement and future leadership planning.”
The analyst added that Buganda remains the centre of Uganda’s political arithmetic and that assigning a figure of Kiwanuka’s calibre to coordinate the region sends a strong message about PLU’s long-term intentions.
Understanding PLU’s Rise
The Patriotic League of Uganda was launched as a national civic mobilisation platform promoting patriotism, national unity, social transformation and citizen participation in national development.
Over the past few years, however, the organisation has evolved into one of Uganda’s most influential political formations despite repeatedly maintaining that it is not a political party.
Its structures now stretch across the country, attracting, cabinet ministers, politicians, youth leaders, professionals, business executives and military officers.
The movement’s rapid expansion has made it a major factor in national political calculations.
At the centre of this growth is Gen Muhoozi Kainerugaba, who has steadily built a national following through public engagements, social mobilisation campaigns and strategic alliances with influential political actors.
Who Is Gen Muhoozi Kainerugaba?
Gen Muhoozi Kainerugaba is Uganda’s Chief of Defence Forces and one of the country’s most influential public figures.
The son of President Yoweri Museveni, Muhoozi has spent much of his career within the Uganda People’s Defence Forces, where he rose through the ranks while commanding some of the military’s most important units before eventually assuming leadership of the entire force.
Beyond his military responsibilities, Muhoozi has increasingly emerged as a major political figure with supporters across different regions of Uganda.
His admirers portray him as a bridge between the liberation generation and younger Ugandans seeking continuity, stability and modernisation.
His critics, meanwhile, view the growing political activities surrounding PLU as evidence that preparations for a future national leadership transition are gradually taking shape.
For many observers, the latest PLU changes cannot be viewed in isolation.
The organisation’s continued expansion, recruitment of experienced political leaders and strengthening of regional structures are increasingly being interpreted as part of a broader strategy extending beyond the 2026 electoral cycle.
Political analysts believe that if PLU continues on its current trajectory, it could become one of the most influential political vehicles shaping Uganda’s governance discussions leading to 2031 and beyond.
The inclusion of senior government officials, experienced legal minds and nationally recognised political figures suggests an effort to build institutional credibility while broadening the movement’s appeal across different sectors of society.
Supporters argue that Muhoozi is laying the foundation for a future leadership project capable of ensuring stability and continuity within Uganda’s political system.
Critics contend that the developments point to early succession planning within the broader ruling establishment.
Whatever the interpretation, there is growing consensus among political observers that PLU is no longer merely a mobilisation platform but an increasingly significant force in Uganda’s evolving political landscape.
