Gov’t Releases List Of Licensed Labour Export Companies Amid Rising Fraud Cases

The Ministry of Gender, Labour and Social Development has released an updated list of licensed private recruitment and labour export companies as of April 7, 2026, in a move aimed at protecting job seekers from increasing cases of fraud and human trafficking.

The list, which includes over 50 approved companies, is intended to guide Ugandans seeking employment abroad to deal only with authorised agencies. Officials say the publication comes at a time when many young people are falling victim to unlicensed brokers and fake companies posing as legitimate recruiters.

According to the ministry, firms such as 5 Kmg International Ltd, Abshir Company Ltd, Air Blow International Limited, Al-Iman International Services Limited, Apex International Recruitment Agency Ltd, Avant Security Limited, and Diligent Overseas Recruitment Agency Ltd are among those cleared to operate legally.

Authorities have raised concern over a surge in complaints from youths who have lost large sums of money to fraudsters promising lucrative jobs overseas. In many cases, victims report being abandoned after making payments, while others are trafficked into exploitative working conditions.

“We continue to receive distress calls from young Ugandans who have been deceived by unlicensed agents. Some sell property or borrow heavily, only to be conned,” a source at the ministry said.

Labour export has become an increasingly popular option for unemployed youth seeking better opportunities abroad, particularly in the Middle East. However, officials warn that the demand has also attracted criminal networks exploiting desperate job seekers.

Victims of such schemes often recount painful experiences, including confiscation of travel documents, unpaid labour, and harsh working environments. Some have had to rely on government intervention to return home.

The ministry has urged the public to verify recruitment companies against the official licensed list before making any payments or commitments. It also advised job seekers to report suspicious individuals or agencies to authorities.

“We encourage all Ugandans to remain vigilant. Only engage companies that are duly licensed by the government,” the ministry emphasized.
