Fort Portal: Henry Mutegeki Basaliza’s elevation to the Central Executive Committee (CEC) of the Patriotic League of Uganda (PLU) has stirred notable excitement across the Tooro sub-region, with leaders and residents describing the appointment as both symbolic and strategic for the region’s political visibility.

The announcement, made by PLU’s Chairman and Chief of Defence Forces of the UPDF,Gen. Muhoozi Kainerugaba, portrayed Basaliza as a “great cadre from Tooro,” a description that underscores his growing stature within PLU’s ideological and organizational framework. The promotion is widely interpreted as recognition of his mobilization prowess, loyalty to the movement, and sustained contribution to PLU’s consolidation in Western Uganda.

A Key Mobilizer During The Last General Elections

Political observers in Tooro attribute part of the region’s impressive presidential performance in the last general elections to Basaliza’s grassroots coordination and mobilization structures. Kamwenge District, in particular, ranked third nationally in presidential performance, a feat that many credit to strategic local actors who ensured message penetration, voter turnout, and organizational discipline.

Several other districts within Tooro also registered marked improvements in performance, reinforcing Basaliza’s reputation as a silent but effective political organizer whose influence is felt more in results than rhetoric.

The promotion has been warmly received by regional leaders who believe Basaliza’s presence on the CEC will translate into stronger advocacy for Tooro’s development priorities at the national table when PLU takes shape in the national politics which is actually going to shape a significant portion of the cabinet, according to inside sources. “PLU members are already in strategic posting and this is deliberate with Muzei and Muhoozi. People like Barugahara, Lilian Abel, Nyamutoro are already inside panning for PLU inside NRM,” source revealed.

Emmanuel Businge, the Deputy Resident City Commissioner fort portal congratulated Basaliza, noting that the appointment provides Tooro with a more direct channel to demand fulfilment of government pledges and ongoing development commitments.

According to Businge, Basaliza’s new role is expected to enhance the region’s leverage in national decision-making circles, particularly on issues affecting infrastructure, service delivery, and youth empowerment.

In his remarks following the announcement, Basaliza expressed gratitude to Gen. Muhoozi for the trust placed in him and thanked the people of Tooro for their consistent support throughout his political journey.

He emphasized that the elevation is not merely personal recognition but a responsibility to ensure that Tooro’s concerns are effectively articulated within PLU’s top decision-making organ.

“This promotion means a lot to me and to the people of Tooro. I remain committed to serving with integrity and ensuring that our region’s concerns are effectively addressed,” Basaliza stated.
