Homosexuality Law Starts To Bite As Police Nets One

Kampala: Kawempe police station is holding a serial suspected homosexual, Kaggwa Musa for practicing and promoting homosexuality. According to police, the 27-year-old cosmetics dealer is accused of fondling a male bar patron at a top Kololo hangout. It’s alleged that after the incident, the suspect hid himself to evade arrest, but after several weeks of man-hunt Musa was finally nailed and arrested on May 15, 2024 from a hideout in Makindye. 

At the time of filing this story, Musa had been locked up in cells for more than the legally provided for 48hr detention rule before one can get a police bond or taken to court. When asked why this happened to Musa, the officer who preferred to remain anonymous cited claimed that they were still using him to break into his long racket of suspects. “He is still helping us to net other members of his group that jumped police bond before. But there are also other recruits he’s aiding is to reach out,”said an officer who asked not to be named due to the sensitivity of the matter.

Incidentally, this is not Musa’s first brush with trouble related to his sexuality. Back in 2022, he escaped police arrest after his former girlfriend exposed him as a homosexual, after catching him red-handed in bed with another man.

Homosexuality is a serious offence in Uganda. The Anti-Homosexuality Act mandates life in prison for anyone who engages in homosexual acts, and up to 20 years for promoting homosexuality while certain acts of gay sex could warrant death penalty.

How The Saga Began

A police officer involved in the investigations but prefers anonymity told our Spy that Musa’s troubles started on May 3, 2024 at a bar in upscale Kololo [name withheld] when he picked up a fight.   He recounted that the bar CCTV footage obtained by police shows that around 6pm that day, a visibly intoxicated Musa inappropriately touched another male patron, provoking a physical altercation that caused commotion. A complaint was raised with police about Musa’s actions but he had already disappeared by the time police arrived at the scene. “We tracked him to his hiding place somewhere on Salaama road in Makindye and got him,” the officer said.

During interrogation, Musa reportedly admitted to being gay but denied the allegations of sexual molestation, attributing his inappropriate behaviour to excessive alcohol consumption. He insisted that he only engaged in consensual relationships.

Close to two years ago on July 15, 2022, Musa escaped detention after his then girlfriend Vanessa Mirembe caught him red-handed in bed with another man called John Lukwago, a 36 year old.

This led to a violent encounter as neighbours, alerted by her cries, attacked Musa and Lukwago. While the former managed to escape, Lukwago was beaten to pulp by the mob, before police arrived and intervened.

Lukwago was later detained at Kawempe police station after receiving first aid. But when his health deteriorated, police released him on bond. Lukwago subsequently disappeared, and an arrest warrant was issued, charging him with engaging in homosexuality under File no. 47/15/07/22.

According to police, Lukwago violated the bond and could be hiding in one of the Kampala suburbs. 

Musa’s brother, whom we intercepted at Police, blamed Lukwago for Musa’s deep involvement in homosexuality, claiming the family had to rescue him in vain.
