Busiro North, Wakiso: The political temperature in Busiro North is already hitting boiling point ahead of the 2026 general elections, following the official declaration by Justice Forum (JEEMA) spokesperson, Dr. Swaib Kaggwa Nsereko, to unseat the incumbent MP Paul Nsubuga of the National Unity Platform (NUP).
Dr. Swaib, a communication scholar and lecturer of Mass Communication at the Islamic University in Uganda (IUIU) Kampala Campus, has launched his bid under the slogan “Twagala Bwekanya” (loosely translated as We need Justice), promising to restore integrity, service delivery, and development to the long-neglected constituency.

Known for his articulate voice and fearless commentary on national affairs, Dr. Swaib says Busiro North has suffered enough under leaders who only surface during election time to make empty promises, before vanishing into thin air once the votes are counted.

“For far too long, Busiro North has been turned into a political playground for selfish leaders. People deserve better—honest representation that speaks truth to power, and that’s exactly what I’m offering,” Dr. Swaib told Spy Uganda shortly after unveiling his campaign poster this week.

From Classroom To Campaign Trail
Away from politics, Dr. Swaib is a respected academic with a deep background in journalism and communication. He holds a PhD in Communication Science and has been teaching media and communication studies at IUIU since 2013.

At the university, he is widely regarded as a mentor to young journalists and a strong advocate for ethical communication in a digital age. His students describe him as a “no-nonsense lecturer” who insists that truth, balance, and accountability remain the pillars of journalism.
The JEEMA Voice Of Reason
Within JEEMA, Dr. Swaib has risen through the ranks to become the party’s national spokesperson, often representing the party in high-level media engagements and political debates.

He has previously written opinion pieces on governance, human rights, and media freedom- earning him respect across the opposition spectrum.

In a recent Nile Post interview, Dr. Swaib lamented the growing mistrust among opposition parties, warning that “selfish interests and poor coordination” were derailing the struggle to oust the long-serving NRM regime.
“The opposition needs discipline, unity, and a shared vision — not constant backstabbing,” he emphasized.
Busiro North is currently represented by Hon. Paul Nsubuga, a first-term MP under the National Unity Platform (NUP). However, according to political watchers, Nsubuga’s grip on the constituency has weakened following internal wrangles within NUP and rising voter frustration over unfulfilled promises.
Reliable sources in the constituency say several contenders have already started early mobilization for 2026, including some NRM loyalists and independents, setting the stage for what is likely to be a hotly contested race.
Battle Lines Drawn
Dr. Swaib’s entry into the race has injected new energy and debate into Busiro North’s political arena. Many residents, especially youth and educated elites, are said to be rallying behind his message of “truth, justice, and service.”
Observers say his academic background, combined with his strong oratory skills and clean record, could make him a formidable challenger to both NUP and NRM candidates.
“I’m not in this race to make noise or seek fame — I’m in it to serve. Busiro North deserves leadership that listens and acts,” Dr. Swaib confidently told *Spy Uganda.*
As campaigns for 2026 shape up, one thing is clear — the JEEMA spokesperson is not just talking communication theory anymore; he’s taking it straight to the ballot box.
