Joint Christian Council Proposes Amendments Ahead Of 2021 Presidential Elections

By Peter Ssebulime

Kampala: The Uganda Joint Christian Council (UJCC) has issued proposed amendments in the Electoral Process ahead of the 2021 general election.

The UJCC is proposing among other things, the declaration of presidential results at district levels before being transmitted to the national tally center.

Apparently presidential results are only announced at national tally center, something the Council opposes and wants changed.

The executive secretary UJCC Fr. Constantine Mbonabingi, while presenting the proposals of the Council before the Parliamentary Legal Committee chairman Jacob Oboth Oboth  on Thursday, said that “Announcing of results at national level brings about doubt of their genuineness among members of the public.”

He further proposed that agents and observers be granted opportunity to witness the counting of presidential election results at both district and national levels.

UJCC also proposed that transmission of results be electronic instead being delivered by returning officer at tally centers.

In their proposals, the UJCC also want the army and military officials to be kept away from polling stations and the entire electoral process, so as allow the election to be free and fair.

In addition, the UJCC also proposed that armed forces should vote a few days before the general public such that their votes can be counted before hand and that the president should relinquish some of his powers prior to the election.

However, the Parliamentary Legal Committee is yet to pronounce their stand about the UJCC proposals.
