The Anti-Corruption Court has today remanded the Kamuli District Chief Administrative Officer (CAO) and the Chief Finance Officer (CFO) following their arrest over the alleged embezzlement of more than UGX 600 million intended for road rehabilitation.

The two officials, Mukiibi Nasser (CAO) and Kifuuse Alex (CFO), were arraigned this afternoon following a joint investigation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

The duo faces multiple counts including Abuse of Office and Causing Financial Loss.
According to the prosecution, the crimes were committed between May and June 2025. It is alleged that the officials, acting in their capacities as CAO and CFO, irregularly processed and approved payments totaling over UGX 600 million to various suppliers and individuals.
Ghost Projects and Irregular Payments
The funds were specifically earmarked for the rehabilitation of the Nawanyago-Kisozi Road during the 2024/2025 Financial Year. The court heard that although the entire budget was spent, the rehabilitation works were never executed.
The investigation highlighted suspicious payments made to:

Raven Knights Ltd
Total Uganda Limited
Mufumba Daniel (The District Engineer)

The payments were purportedly for fuel, construction materials, traffic control signs, and various allowances. However, investigators discovered that these items and services were never delivered or utilized for the intended roadwork.
The accused appeared before the Magistrate, where they were informed of the charges. A third accomplice involved in the scheme reportedly remains at large.

“The actions of the accused were arbitrary and prejudicial to the interests of their employer, the Kamuli District Local Government,” the prosecution stated during the hearing.
Mukiibi Nasser and Kifuuse Alex have been remanded until January 20, 2026, as investigations continue and the hunt for the remaining suspect intensifies.
