Two senior officials from Kiboga District Local Government have been charged with conspiracy to defraud millions of shillings intended for road maintenance, in a case that has shaken the district’s public service.
This morning, the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned District Engineer Mukiibi Ismail and Assistant Engineering Officer (Mechanical) Bwante Moses before the Kiboga Chief Magistrate’s Court.
The duo faces multiple charges related to the alleged embezzlement of public funds under the UGX 1 billion Road Maintenance Grant allocated for the financial year 2023/2024.
According to prosecution, the accused, together with others still at large, conspired between 2023 and 2024 to defraud the Kiboga District Local Government by diverting funds meant for fuel procurement. Investigators allege that Mukiibi and Bwante colluded with fuel station managers to illegally withdraw cash instead of supplying fuel for district road maintenance projects.
In a more shocking revelation, the officials are also accused of fraudulently claiming fuel for vehicles that had been non-operational or grounded between 2022 and 2023.
The court ordered that both officials be remanded until August 14, 2025, pending further investigations and hearing of the case.
The case is part of a broader crackdown on corruption in local governments and public institutions, with the Anti-Corruption Unit reiterating its commitment to holding public officers accountable.
“This case highlights the systemic issues we continue to uncover, but also our determination to pursue justice without fear or favor,” a spokesperson for the Anti-Corruption Unit said.
If found guilty, the accused could face significant jail time and be permanently disqualified from holding public office.
Investigations are ongoing, and more arrests are expected as authorities widen the net on what is suspected to be a broader network of collusion and fraud.
