The Ministry of Lands, Housing and Urban Development has launched its Strategic Plan IV and Service Delivery Standards (SDS) during a high-level event held this afternoon at Mestil Hotel in Nsambya.

The ceremony was presided over by the Minister of Lands, Housing and Urban Development, Hon. Judith Nabakooba, who praised the Ministry’s technical leadership for championing key reforms aimed at improving service delivery in the lands, housing and urban development sector.

The launch attracted senior government officials, including the Head of Public Service Ms. Lucy Nakyobe, representatives from the National Planning Authority, Ministry of Finance, Ministry of Public Service, and top management of the Ministry.

Strategic Plan Sets Direction for the Next Five Years

In her remarks, Permanent Secretary Doris K. Okalany highlighted the priorities of the new five-year Strategic Plan (FY 2025/26 to 2029/30), which aligns with Vision 2040, NDP IV, the NRM Manifesto and other national development programmes.
The Strategic Plan focuses on:
• Strengthening land administration and management systems
• Improving integrated land use planning
• Developing productive and resilient urban systems
• Expanding access to affordable and sustainable housing
• Strengthening policy, legal and institutional frameworks


Okalany emphasized that Uganda’s fast-growing towns, increasing population and rising demand for secure land rights and decent housing call for coordinated planning and efficient institutional systems.

Service Delivery Standards to Cut Delays and Improve Transparency
Alongside the Strategic Plan, the Ministry launched new Service Delivery Standards that set clear, measurable timelines for all services, including those offered at the 22 Zonal Land Offices.
Key timelines include:
• Search letters processed within 1 working day
• Transfer of land title completed within 7 working days
• Mortgage registration within 5 working days
• Boundary opening reports completed within 10 working days
These standards are intended to eliminate bottlenecks, reduce discretion, curb corruption and offer citizens predictable, reliable service. The Ministry also unveiled a Client Charter that clearly outlines procedures, timelines, costs and complaints channels for public reference.
Minister Nabakooba Commends Technical Team
Hon. Nabakooba applauded the Ministry’s leadership and technical teams for developing what she described as robust and credible tools that will guide transformative public service delivery. She urged staff at all levels to diligently implement both the Strategic Plan and the SDS, reaffirming Government’s commitment to a more efficient and citizen-centered public service.
PS Okalany and Zonal Heads Recognized for Excellence
In a special highlight of the event, Permanent Secretary Doris Okalany received an Appreciation Award for Exemplary Performance, recognizing her outstanding leadership in advancing reforms, improving institutional efficiency and strengthening accountability.
Other award recipients included Under Secretary Richard Juuko, several Zonal Land Office Heads and Heads of Departments, all honored for their dedication to excellence and service to the public.
The Ministry affirmed that the implementation of the new Strategic Plan and Service Delivery Standards will reduce land transaction delays, strengthen physical planning, support affordable housing programmes, enhance land tenure security, improve investor confidence and boost efficiency across all service points.
Minister Nabakooba concluded the event by reiterating Government’s commitment to ensuring that the new reforms deliver real, measurable improvements in the services accessed by citizens and stakeholders in the land, housing and urban development sector.
