List Of Best, Worst MPs’ Performance Unveiled: Kutesa, Judith Babirye Worst Performers

Kampala: The Parliamentary Performance Scorecard 2018-2019 was launched yesterday Thursday, indicating that the house performed well in playing its oversight roles compared to previous years.

Speaking at the launch in Kampala, Mr David Pulkol, the Director of the African Leadership Institute, which conducted the survey, said whereas the house performed well in legislation, it performed relatively poorly in representation and appropriation roles.

“Overall performance of Parliament was 60%. In legislation, Parliament scored 605%. They performed relatively poor in representation and appropriation roles. Parliament is lauded that 428/437 issues of national concern raised were handled during the 3rd year session, and only five were directed to the 4th year session,” he said.

“263/437 issues of national concern were instantly responded to. 179/215 questions raised by MPs were responded to by the Prime Minister and/or line ministers,” he added.

In the report, Hon. David Bahati, the state minister for planning in the finance ministry was the best performing Member of Parliament (MP) while his counterpart Okello Henry Oryem is the worst performing MP, according to findings of the Parliamentary Scorecard 2018/2019.

First best performers are Hon. Ocan Betty Aol, who was the most outstanding frontbencher female MP, along with Hon. Achieng Sarah Opendi, Hon. Okori-Moe Janet Grace Akech, Hon. Nakiwala Florence Kiyingi, Hon. Bakireke Nambooze Betty, Hon. Kunihira Agnes and Hon. Adeke Anna.

Second Best Performers are Hon. Abala David, Hon. Ocan Betty Aol, Hon. Achieng Sarah Opendi and Hon. Atim Ogwal Cecilia Barbara.

Hon. Obiga Mario Kania, Hon. Okori-Moe Janet Grace, Hon. Nankabirwa Ruth Sentamu, Hon. Odur Jonathan and Hon. Lugoloobi Amod complete the list of top 10 performers.

However worst performing MPs included Hon. Okello Henry Oryem, Abdu Nadduli who is an ex-officio, Hon. Kuteesa Sam Kahamba, Hon. Kibaaju Naome, Kamukama Nuwe Molly, another ex-officio and Hon. Babirye Judith.

The other legislators who need to pull up their socks are Hon. Kaliisa Jovrine Kyomukama, Hon. Okello Bonny Desales, Hon. Galabuzi Dennis Ssozi and Hon. Kamara John Nizeyimana.
