The Ministry of Gender, Labour and Social Development has initiated a process to formalize land ownership and usage rights for a major development project aimed at boosting women-led enterprises in Kampala.

In a formal request to the Ministry of Lands, Housing and Urban Development, the ministry is seeking clearance to register land located on Plot 2–4 and Plot 6 Dewinton Road under a joint initiative involving the Uganda National Cultural Centre (UNCC).

The move is part of the government’s implementation of the GROW Project, a World Bank-funded initiative designed to support women entrepreneurs by investing in infrastructure and production facilities. Under the project, the ministry plans to establish Common User Production Facilities to help women transition from small-scale operations into more sustainable enterprises.

According to the request, the UNCC Board of Trustees had earlier, in July 2024, proposed a partnership to develop the Dewinton Road land for this purpose. The ministry subsequently agreed to the collaboration, paving the way for the current efforts to secure legal clearance for the project.

However, part of the land in question Plot 2–4 Dewinton Road is currently registered under the Uganda Land Commission, meaning that development cannot proceed without official authorization and proper registration adjustments.
The ministry is now seeking to have the land formally allocated for use under the project, to be registered in the name of the Uganda National Productivity Center – MGLSD and UNCC, a joint framework intended to oversee implementation.

Officials say the project is expected to significantly enhance access to shared production infrastructure, particularly for women entrepreneurs who often face barriers such as limited capital and lack of industrial space.

The request was signed by Betty Amongi, who emphasized the importance of inter-agency collaboration in delivering impactful development programs.
If approved, the initiative is expected to transform the Dewinton Road site into a hub for innovation, skills development, and enterprise growth, contributing to broader efforts to empower women economically and strengthen Uganda’s small business sector.
