NWSC Boss Dr Mugisha Elected President Of African Water Association

The Managing Director of National Water and Sewerage Corporation (NWSC) Dr. Silver Mugisha has landed in things after being elected President of the African Water Association (AFWA).

Dr.Mugisha was elected by the African Water Association executive board that sat today November 15, 2019.

He is the first Ugandan to hold the position, meaning he is bound to hoist Uganda’s flag higher than he has already, on an international level.

Dr Mugisha has over 20 years’ experience in water utility operations, international policy, research and advisory services.
He has been instrumental in the transformation of NWSC and has served the Corporation in various capacities since 1994. Prior to his appointment as the Managing Director, he was Chief Manager in charge of the Institutional Development and External Services Division.

He has led several teams of experts from NWSC-External Services on a number of institutional development and governance strengthening assignments in various organizations in Uganda, Kenya, Tanzania, Zambia, Nigeria, Ethiopia, Rwanda, Trinidad & Tobago, India, among others.


He has a wide and long experience in water governance, performance improvement planning and institutional development. He has contributed to knowledge development in the water sector and published a number of policy and research papers in several peer-reviewed journals, mainly focusing on performance management, WSS reforms in developing countries, pro-poor services, and technical efficiency analysis.


He has contributed to the advancement of the water sector internationally by holding several positions in a number of international institutions. He is currently the Vice President (East Africa) of the Executive Board of African Water Association (AfWA); President of the Scientific and Technical Council of AfWA (2010-2014); Chairman of the WOP-Africa Programme Committee (2010-2014); member of IWA Programme Committee (2010-2012); a fellow of International Water Association (IWA).

He holds a Bachelor of Science Degree in Civil Engineering (Upper Second Class) from Makerere University, Kampala and a Master of Science degree in Sanitary Engineering – Sector Utility Management Option (with Distinction) from UNESCO-IHE Institute for Water Education, Delft, The Netherlands.

His Doctor of Philosophy (Ph.D.) in Economics and Management was awarded by Makerere University in Collaboration with PURC-University of Florida, USA
