Kampala– Speaker of Parliament Jacob Oboth-Oboth has initiated a major shake-up in Parliament’s top administrative ranks, reinstating former Human Resource Director Benson Masereka Oniz while replacing two senior directors currently facing corruption-related charges.
According to our reliable sources at Parliament, the Speaker has directed the Clerk to Parliament to restore Masereka as Director of Human Resource, replacing Daniel Adilo, who is currently on remand over alleged abuse of office, embezzlement and related corruption offences arising from ongoing investigations into Parliament’s expenditure.
In the same restructuring, Director of Communications and Public Affairs Chris Obore has been replaced by his deputy, Grace Gidudu Obore.
Obore is also facing corruption-related charges following investigations by the Inspectorate of Government (IGG).
The administrative changes come as Parliament continues to grapple with the fallout from investigations into alleged financial impropriety involving senior officials.
Masereka’s return is particularly significant because he was removed from his position shortly after Anita Annet Among assumed office as Deputy Speaker in 2021.
A letter dated July 15, 2021, signed by then Deputy Speaker Among and addressed to the Clerk to Parliament, directed the immediate transfer of Masereka from the Commission Secretariat.
“You are hereby directed to transfer the services of Mr. Benson Masereka Oniz… This directive takes immediate effect,” the letter reads.
The directive further appointed Robinson Kawesa, then Principal Private Secretary to the Deputy Speaker, to take charge of the Commission Secretariat in addition to his existing duties.
The 2021 letter has resurfaced following Masereka’s reinstatement, drawing renewed attention to the administrative changes that took place when Among assumed the office of Deputy Speaker.
The latest appointments signal an effort by the new parliamentary leadership to reorganize key departments as investigations into alleged corruption continue.
The Inspectorate of Government has accused Adilo of diverting public funds and linked him to broader allegations involving the processing and approval of questionable payments. Obore also faces charges connected to alleged abuse of office and financial impropriety. Both officials have denied wrongdoing and remain entitled to the presumption of innocence until proven guilty in the ongoing anti corruption court.
With Masereka returning to head Human Resources and Grace Gidudu Obore taking over Communications, the changes mark one of the most significant administrative reorganizations in Parliament since the corruption investigations began. Watch the space…
