Police Speaks Out On Officer Filmed On CCTV Stealing Mobile phone

Kampala: The  Uganda Police Force have finally spoken out about a senior police officer who was a few days back filmed allegedly stealing a complainant’s mobile phone.

We reported this week how Assistant Superintendent of Police (ASP) Yosam Francis had been allegedly filmed picking a Smartphone of a lady who had gone to Central Police Station (CPS),Kampala, to file a complaint.


After Spy Uganda published the article, Kampala Metropolitan deputy spokesperson ASP Luke Owoyesigire has come out to clarify about the matter.Oweyesigire told Spy Uganda that  “It is not true that the officer stole the Phone but he rather took the phone mistakenly.  It was on the 11th/12/2019 , when our officer ASP Yosam Francis zonal FFU commander Arua came to CPS Kampala.

Upon entering the Station he had to be subjected go a search whereby he handed over his three phones and gun at the check point . A few minutes after realising that the person he had come to see was not present ,   he came back to the check point to sign for his gun which he had left behind. He picked his gun and unfortunately picked also a phone that didn’t belong to him.

He left and started driving back to his duty station in Arua . Along the way he realised that he had an extra phone that didn’t belong to him.
So he drove back and returned the phone to CPS  Kampala the following day on 12th/12/2019. He handed it over to someone who allegedly was not aware that the phone was reported missing.

Upon getting to know about what’s going on in social media, the officer reported himself today at CPS and recorded a statement upon what happened and the phone was recovered in the Lost and Found items , which was later handed back to the owner.

The owner has currently withdrawn the case and everything is now back to normal. It was just a case of mistaken identity of property . So it not true that the officer stole this Phone.”
