South Sudan’s President Salva Kiir Mayardit has appointed Gregory Deng Kuac as the new Undersecretary in the Ministry of Defence and Veteran Affairs, marking a notable return to government service for the former intelligence official.

The appointment, announced via presidential decree on state television Wednesday, fills a key vacancy in the defence ministry that had remained open since the departure of Kuol Deng Kuol. Gregory Deng Kuac previously served as Deputy Director General of the General Intelligence Bureau in the National Security Service, a powerful position from which he was dismissed last year. His return signals a renewed trust in his leadership within the country’s security establishment.
Observers note that the role of Undersecretary in the Defence Ministry is critical, especially amid South Sudan’s ongoing security and reform challenges. Kuac’s background in intelligence could prove influential in shaping defence policy and coordinating with other national security organs.

In related changes, President Kiir also reshuffled two cabinet positions. Gabriel Changson Lew Chang was relieved of his duties as Minister of Higher Education, with Madut Biar Yel—formerly Minister of Transport—taking over the portfolio. Meanwhile, veteran opposition leader Lam Akol Ajawin, head of the National Democratic Movement (NDM) and secretary-general of the South Sudan Opposition Alliance (SSOA), was appointed Minister of Transport.

The reshuffle is seen as part of President Kiir’s broader effort to recalibrate his administration ahead of the country’s transitional milestones and planned elections.
