The Uganda Civil Aviation Authority (UCAA), in partnership with the Ministry of Works and Transport, convened a high-level Search and Rescue Steering Committee (AMSARCC) Meeting today at the Skyz Protea Hotel in Naguru. The critical session focused on adopting the Technical Committee Report and validating the revised National Aeronautical and Maritime Search and Rescue (SAR) Plan — a major step toward boosting Uganda’s capacity to respond to air and maritime emergencies.

The meeting was officially opened by the Permanent Secretary of the Ministry of Works and Transport, Mr. Bageya Waiswa, who underscored the importance of regional collaboration in improving the country’s SAR systems.

“Search and Rescue is not just a compliance issue but a critical service that speaks to our collective responsibility to protect lives across air and maritime domains,” said Mr. Bageya.

The event brought together stakeholders from a wide range of government agencies and emergency response institutions. Participants reviewed Uganda’s current SAR capabilities, shared operational experiences, and explored strategies to enhance training, coordination, and response readiness nationwide.
Key discussions centered on aligning Uganda’s SAR framework with international standards, boosting interoperability between agencies, and increasing public awareness and preparedness for both air and sea incidents.

Delivering the closing remarks, UCAA Director General Mr. Fred K. Bamwesigye expressed appreciation to all participants and reiterated UCAA’s unwavering dedication to advancing Uganda’s SAR infrastructure.
“UCAA remains committed to working with regional and global partners to strengthen SAR capabilities. The insights shared during this meeting will guide future improvements to Uganda’s national SAR plan and response readiness,” Mr. Bamwesigye noted.
He also emphasized that capacity development, strategic partnerships, and inter-agency coordination will remain central to Uganda’s efforts to ensure swift and effective responses in times of crisis.
The AMSARCC meeting marks a significant milestone in Uganda’s journey toward a more resilient and coordinated emergency response system — one capable of saving lives and protecting national and regional airspace and waters.
The event was convened under the leadership of the Ministry of Works and Transport and the UCAA, with active support from key national stakeholders.
