State House Anti-Corruption Unit Arraigns Former Butaleja Parish Chief Over Forged Academic Papers

A former parish chief in Butaleja District has been remanded to prison on charges of forgery and uttering false documents, following a joint anti-corruption investigation by government agencies.

Mulogo Juma, who previously served as Parish Chief of Muyagu Parish, was on Friday arraigned before the Butaleja Magistrate’s Court by the State House Anti-Corruption Unit, working alongside the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to prosecutors, Juma is accused of forging an academic transcript purportedly issued by Kyambogo University, claiming he had obtained a Diploma in Public Administration and Management. Investigators allege the document was falsified and did not originate from the university.

The court heard that Juma allegedly used the forged credentials to fraudulently secure employment as Parish Chief in 2021. He has since been earning a salary under the position, which authorities say was obtained under false pretences.

Prosecution contends that the accused acted with intent to defraud by presenting the fake academic qualifications as genuine, thereby gaining unlawful employment benefits.

Juma was remanded until April 28, 2026, as investigations into the matter continue.

The case highlights ongoing efforts by anti-corruption agencies to crack down on fraud and the use of forged academic documents in public service recruitment.
