Joram Bintamanya
FORT PORTAL, TOORO-The political winds in Fort Portal City appear to be shifting once again as supporters of Bintamanya Joram, famously known as Omukono Gw’Ekyoma, rally behind his forceful return to active politics. Joram, who previously served as a councilor and was one of the most influential figures in Tooro’s political scene, was controversially defeated in the last elections by Muhammad Mugenyi in what his supporters termed as “election rigging of the century.”

Despite the official results, the people of Tooro never truly abandoned Joram. Throughout post-election struggles—especially land wrangles and cases of political oppression—Joram remained the de facto leader for many, even without holding an official office. His bold stance against powerful individuals, including Queen Mother Best Kemigisa, who allegedly used royal guards to chase off locals from ancestral lands, earned him a fearless reputation as a man of the people.

FUNDRAISING FOR A CAUSE

In a recent public engagement, Joram sarcastically challenged Tooro residents that if they truly wanted him back, they must show commitment by contributing financially to his campaign. “Each household should bring 10,000 shillings to facilitate my return,” he said, adding: “If you don’t protect the vote, they’re not stealing me—they’re stealing you. It’s your vote, not mine.”

Tooro responded. Residents and supporters have already raised millions of shillings, which have been deposited on a joint account awaiting Joram’s official declaration to contest for Mayor Central Division, Fort Portal City (2026–2031). One of the account signatories is Andrew Irumba Katusabe, CEO of TheSpy Uganda and Chairman of the Pan-African Pyramid. “I personally deposited 500,000 shillings and will help with printing campaign posters,” Irumba revealed. “If we had just 10 Jorams in Tooro, we’d be louder at the national stage.”
JORAM’S POLITICAL HISTORY AND ACTIVISM

Joram’s political journey is one marked by resilience and sacrifice. A former hardcore supporter of FDC and Dr. Kizza Besigye, Joram was deeply involved in people-centered activism—particularly against land grabbers and corrupt officials. His firm opposition against impunity landed him behind bars on several occasions.

One of the most notable instances was during the Justice Bamugemereire-led Land Probe Commission. Joram was jailed after confronting the commission over alleged bias and cover-up of elite land grabbers in Tooro, like Queen mother Best Kemigisa. He openly criticized the commission’s lack of transparency, especially in cases involving powerful royals and state actors. His arrest was widely condemned by activists and the local population, and was later released after pressure was mounted.

THE ROAD AHEAD

Though he was recently urged by supporters to contest for Mayor Fort Portal City, Joram stated that he needed more time to understand the broader political dynamics. For now, he has declared his interest in contesting for Central Division mayoral race—a position he hopes to use as a launchpad for broader people-oriented governance.

He intends to run as an Independent, distancing himself from previous party affiliations, citing the need for people-centered, non-partisan leadership. “This time, it’s not about the party—it’s about the people,” he said.

The man who won against Joram in the last election for Central Division Councilor was Muhammad Mugenyi, though his tenure has been mostly overshadowed by Joram’s continued presence and involvement in civic matters.

As the 2026 election season nears, all eyes will be on Joram—and whether the wave of popular support and grassroots fundraising will be enough to restore Omukono Gw’Ekyoma to the leadership seat many believe he never truly left.
