Tooro Royal Estate Shake-Up: Omukama Kamurasi Family Kicks Out Mujogya & Katto, Appoints New Managers Under Administrator General’s Supervision!

Kampala–The long-drawn battle over the administration of the royal estate of the late Omukama [King👑] Rukira Basaija George David Kamurasi Rukidi III of Tooro has finally entered a new chapter after family members, sitting under the supervision of the Office of the Administrator General in Kampala, officially declined to renew the tenure of embattled former estate managers Eng. Gilbert Mujogya Atwooki and Frankline Jocelyn Kato Rukidi.

The decisive meeting, held last Thursday at the Administrator General’s offices located on Georgia House above the Central Police Station (CPS) in Kampala, brought together children and grandchildren of the late monarch — marking the official change of guards in the management of Tooro’s royal properties.

Family Seals Mujogya and Katto’s Fate

The meeting, chaired by Mr.Charles Balala, the Acting Deputy Administrator General/Public Trustee followed the August 18, 2025, High Court ruling by Justice Vincent Wagona, which dismissed Mujogya and Katto’s application to renew their powers of administration and instead ordered them to file a full account and inventory of the estate’s assets from 2006 to date.

In line with the court directive, the royal family convened to nominate new administrators — a move that effectively ended Mujogya and Katto’s 19-year hold over the vast estate of King Kamurasi.

Those appointed to take over include Charles Kamurasi Rukidi (Musuga) (biological son of the late king), alongside several of the monarch’s grandchildren and granddaughters whose names appear on the official Family Consent Form witnessed by Charles Balala, the Acting Deputy Administrator General/Public Trustee.

The signatories — numbering over two dozen — include members of the extended royal lineage such as Princess Margaret Komubaizi (Mukajoy), Grace Ochola, Thomas Makulima, among others, all of whom appended their signatures affirming the resolution to usher in new leadership for the estate.

Notably, Engineer Mujogya attended the meeting but excused himself when it came to signing the final consent document, offering no explanation. Kenneth Muhangura also attended but declined to endorse the resolution. Frankline Jocelyn Katto Rukidi, Mujogya’s co-administrator, did not attend at all.

Attorney Andrew Irumba Speaks Out

The meeting was also attended by Andrew Irumba Katusabe, who holds Powers of attorney for Princess Mabel Komuntale Akiiki, the late King Sir George Kamurasi’s daughter, who currently resides in London and has lived in exile since the tragic 1999 killing of her nephew, Prince Happy Kiijanangoma, an elder brother to Crown Prince David Kiijanangoma Araali,who has now been elected among the five new Administrators.

Irumba signed the family consent on behalf of Princess Mabel and raised a crucial issue that had haunted the estate for years — the mystery surrounding the missing billions of shillings paid by the Government of Uganda to the family as compensation for Kilembe Mines shares.

“Mr. Chairman, recently Government paid the family through the administrators their due shares in Kilembe Mines Company. All other beneficiaries received their money, each over Shs 50 million, including King Oyo a grandson, but a biological daughter, who is even living in exile for fear of her life since 1999, Princess Mabel’s share up to now is nowhere to be seen,” Irumba told the meeting.

In response, the Ag Deputy Administrator General Charles Balala assured Irumba and the family members that the matter would be handled by the newly appointed administrators, who are expected to compile a comprehensive inventory and financial report detailing all estate transactions since 2006.

“Everything done in the estate must be well documented and an inventory made with the Administrator General’s office,” he emphasized.

Genesis of the Royal Feud

The latest development traces its roots back nearly two decades. In November 2006, the High Court granted letters of administration to Engineer Mujogya Atwooki and Frankline Katto Rukidi to oversee the vast estate of the late King George Kamurasi Rukidi III, who reigned between 1928 and 1965 and was later succeeded by his son, King Patrick Olimi Kaboyo II.

However, the pair’s administration became the subject of controversy, with multiple royal family members accusing them of concealing estate assets, failing to account for proceeds from government compensations, and using the estate to fund lavish lifestyles.

Their woes deepened when Justice Wagona, in his August 2025 ruling, found that they had filed two contradictory inventories—one in 2023 claiming all 51 properties had been distributed and another in 2025 indicating that over 1,800 hectares remained undistributed. The court described this as a “profound breach of fiduciary duty.”

Justice Wagona subsequently dismissed their application for renewal of the letters of administration and ordered them to hand over all estate documents and land titles to the Deputy Registrar within 45 days pending the appointment of new administrators.

A New Era for the Kamurasi Estate

With last week’s meeting, the royal family has now complied with the court’s directive, formally replacing Mujogya and Katto with a new team of administrators drawn directly from the royal bloodline.

The process, supervised by the Administrator General’s office, aims to restore transparency and harmony in the management of the estate, which includes prime properties in Kasese, Fort Portal, Kyenjojo, Kabarole, Kampala, and other regions once controlled by the Tooro monarchy.

Princess Elizabeth Bagaya Christabel, another daughter of King Kamurasi, did not attend the meeting due to ill health, according to family sources.

The New Proposed Administrators Include the following;

1-Charles Kamurasi Rukidi (Musuga) -(Son to late Sir George)

2- David Kiijanangoma (Grandson)

3-Thomas Makulima (Grandson)

4- Stephen Mugema (Grandson) and

5- Daisy Kankya (Grand daughter)

The family members who attended the meeting, confirmed the new leadership, and signed on the Family Consent Form include the following:

All the above appended their signatures and telephone contacts on the Family Consent document, duly witnessed and certified by Charles Balala, Ag. Deputy Administrator General/Public Trustee, confirming their collective decision to replace Eng. Mujogya and Katto as administrators of the Tooro royal estate.

The new administrators are expected to immediately begin compiling an inventory and audit report of all royal assets, financial proceeds, and liabilities in collaboration with the Administrator General’s office.

The End of a Long Reign

For nearly two decades, Mujogya and Katto’s control over the Tooro royal estate has been synonymous with controversy, secrecy, and legal battles. Their removal now paves the way for what many in the royal household describe as “a long-overdue restoration of accountability.”

As the new administrators take charge, the spotlight shifts to how effectively they will recover the kingdom’s scattered assets — including the much-contested Kilembe Mines compensation funds — and rebuild the trust that has long been eroded among Tooro’s royal descendants. Watch the space…
