Top City Surveyor, Police Officers Cited In Land Grabbing Scandal

The Inspector General of Police IGP Martins Okoth Ochola has directed the Criminal Investigations Directorate  (CID) at Kibuli  to investigate  a reknown city surveyor, who is also a top real estate broker in Kampala business district, over allegations that he is involved in various land grabbing scandals.

Hezekiah Mukibi, a resident of Kampala district, was a few days ago charged with fraudulent transfer of land contrary to section 190(1) of the R.T.A.

Ochola’s letter

The preferred charges arose when Yusuf Semakula lodged a complaint of tresspass and malicious damage on Kibanja/Land comprised in Kyadondo Block 185 Plots 794,748,755,508 and 385 at Namugongo by Mukibi Hezekia, Vide police file KMP/E105/2018.

According to a letter dated December 31st, 2018, the office of the Inspector General of Police received a land complaint against Mukibi and wants the matter investigated further and all culprits arrested. The letter reads in part that;

“It follows a similar complaint lodged by  Ms. Nabitosi Alice to the H.E the President of Uganda that this office forwarded to you on the 27th, Dec.2018 for investigation.”

The letter adds that “This very complaint was lodged by Lukwago and Company Advocates on behalf of Ms Nabitosi Alice, an 83 year old woman and others.”

The office of the Inspector General of Police forwarded the complaint to the Director Criminal Investigations to conduct a thorough investigation into various Land interests and alleged criminal acts allegedly committed by Mukibi with the  help of some police officers.

By copy of this complaint, the commandant of the police Professional Standards Unit is also directed to investigate the allegations made against some police officers and avail the Inspector General of Police with a report within two weeks from the date of receipt of this communication. The implicated police officers include OC CIID Kira Division Mulema Maliserino and Vincent Sekate the PRO for PSU.

According to documents obtained by our Spy, it is indicated that the complainant is one of the Kibanja owners on the above contested land together with others like Alice Nabitosi, Mutebi Alex, Mulondo Stephen, and Tom Keeya among others.

The report indicates that the complainant Semakula was allegedly beaten up  and sustained severe injuries and his motor vehicle registration number UBD 792L was badly damaged and all cases were filed at Kiira police Division vide file number CRB648/18.

Police investigations revealed that Semakula Yusuf, Tom Keeya and the Family of Late Sewati Antonio who include Mulondo Stephen and Semukutu Robert were the Bibanja owners situate in Kito village, Kiira Municipality in Wakiso district.

The report further indicates that Mukibi used the advantage of being a surveyor, acquired tittles through backdoor means without the knowledge or consent of Bibanja owners. The fraudulent acquisition of land tittles by Mukibi and attempts to take possession of land on people’s Bibanja has created continuous conflicts, thus causing insecurity in the area.
