Victoria University VC Arrest: Isn’t Government Shooting Self In Foot?

Kampala: On Thursday, Government operatives raided Jinja road based Victoria University and arrested its Vice-Chancellor Dr Lawrence Muganga over alleged espionage and ‘illegal overstay’ in Uganda.

For starters, the National Data Bank of the Republic of Uganda is collected and manned by a government agency called National Information Regulatory Authority (NIRA), which is also mandated to issue out national IDs to its nationals. The body can only give you a National ID if you qualify as a national, and there are quite rigorous processes one undergoes to get that status.

Now, we yesterday sent our spy to go and get the clear status of Muganga at NIRA, our source even obtained clearance after paying mandatory fees to URA accounts to access the NIRA information we wanted.

Muganga’s National ID

What did we find out? We actually found out that NIRA has Muganga as a national with full status and even they, themselves issued to him a national ID way back in 2019!

Government is actually aware that Muganga is a dual citizen of Uganda and Canada, having been born in Uganda but relocated to Canada and now is back to his mother country as Vice-Chancellor to share and transplant knowledge he acquired over time in Canada to now native Ugandans. Frank Gashumba actually told the press that Muganga was requested by president Museveni to return home and develop his country than stay in Canada.

Now, TheSpy Uganda has also learnt that Canada allows multiple citizenships so if Muganga was arrested with a Canadian passport and a Uganda National ID, this is neither a crime in Uganda nor a crime in Canada.

Why not a crime in Uganda? Remember, the 1995 Uganda Constitution as amended in 2005 allows both Ugandans and non-Ugandans to acquire dual citizenship. The Act amended in 2009 defines dual citizenship under section 2 as ‘the simultaneous possession of two citizenships, one of which is Ugandan.’ Canada, on the other hand, allows multiple citizenships and this clearly means that Muganga stands innocent for holding identifications from 2 countries.

More so, the above means that Muganga who is in the same vein a Canadian citizen, can be given Consular Services by the Canadian High Commission in Uganda and be given the protection that is accorded to every Canadian citizen around the world.

But also, questions are raising on the manner Muganga was arrested by plain-clothed operatives, whom the UPDF spokesperson Brig. Byekwaso came and defended having done ‘ a good job’ of/for violently carrying out a ‘kidnap’ exercise in front of university students.

”Why would the security forces that ‘kidnapped’ him, violate his rights in the wake of just a fortnight when the President cautioned security forces against violating Human Rights of Ugandans?” one of the concerned Ugandans commented on a trending video online showing plain-clothed gun-wielding men banging Muganga into a drone.

”If a Vice-Chancellor can be mistreated, beaten up and humiliated by security forces, in front of his staff and students in broad daylight, what about if an ordinary Ugandan with no profile is arrested at night?” another one questioned.
