Breaking: Museveni Swings Axe Again, KCCA Executive Director Kitaka, Four Others Fired!

President Yoweri Kaguta Museveni,in exercise of the powers vested in him under Article 172(1)(a) of the constitution of Uganda, has fired Acting Executive Director Eng.Andrew Kitaka,his deputy Samuel Sserunkuuma and three other top KCCA officials with immediate effect!

Museveni has accordingly, appointed Ms.Dorothy Kisaka as new ED, Eng.David Luyimbazi Ssali as Deputy, Dr.Okello Ayen Daniel, Director Public Health and Environment, Lord mayor Erias Lukwago’s Deputy, Sarah Kanyike as Director Gender,Community Services and production and finally Grace Akullo as Director Human Resource and Administration.

Kitaka was appointed in acting capacity in 2018 when the then Executive Director Jeniffer Ssemakula Musisi resigned.

Museveni’s Letter Appointing Ms.Dorothy Kisaka as New ED To Replace Eng.Kitaka

Kitaka’s contract as AG was later extended for six more months after the first contract contract expired in acting capacity, with hope that the appointing authority would confirm him as full ED.

But in a January 10 2018 letter by public service permanent secretary, Catherine Bitarakwate informed Kitaka that his contract had been extended in acting capacity for six more months.

“….His Excellency the president has, in exercise of the powers vested in him under Article 172(1)(a) of the constitution of Uganda directed that your appointment  as KCCA AG Executive Director be extended for a period of six months with effect from December 18 2019 to June 18 2020,” Bitarakwate’s letter read in part.

Ms.Dorothy Kisaka,The New ED

Kitaka’s contract as AG ED was expiring this June 18,2020. It’s not yet clear whether he will now continue in his substantive position as director Physical planning.
