The letter, addressed directly to Mr. Irumba, reads as follows:

“Mr. Andrew Irumba Katusabe

Founding Speaker and Chairman – Pan-African Pyramid (PAP)

Kampala – Republic of Uganda

Dear Sir,

Warm greetings,

The Department of African Affairs at the Ministry of Foreign Affairs and International Cooperation – Government of Libya extends to you its sincere appreciation and gratitude, and commends your valuable efforts in promoting Pan-African thought and strengthening relations among the peoples of the continent.

With reference to the 8th edition of the Pan-African Pyramid Global Awards 2025, scheduled to be held on 30th August 2025 at Fairway Hotel – Kampala, Uganda, we kindly request that you issue an official invitation addressed to the Department of African Affairs, to allow us to take the necessary steps for formal participation in this prestigious event.

Please accept the assurances of our highest respect and consideration.

Sincerely,

Department of African Affairs

Ministry of Foreign Affairs and International Cooperation

Government of Libya”.

The letter’s tone reflects both diplomatic courtesy and a deeper ideological connection, rooted in Libya’s longstanding support for African solidarity.

Libya’s Legacy in Pan-Africanism

Libya has long held a prominent position in Pan-African advocacy, particularly under the leadership of Col.Muammar Gaddafi, who championed the idea of a United States of Africa.

Gaddafi’s vision went beyond symbolism—he backed it with economic support, institutional proposals, and continental diplomacy.

Notable contributions by Libya include:

-Spearheading the formation of the African Union (AU) in 2002.

-Advocating for a single African currency and passport.

-Proposing the African Investment Bank, African Monetary Fund, and African Central Bank.

-Providing financial backing to liberation movements and infrastructure across Southern, Eastern, and Central Africa.

-Hosting numerous Pan-African congresses and intellectual gatherings in Tripoli.

-Despite political turbulence in the post Gaddafi era, Libya continues to demonstrate interest in continental affairs through its diplomatic missions and African Affairs Department.

PAP as a Continental Ideological Hub

Founded and headquartered in Uganda, the Pan-African Pyramid (PAP) has established itself as a leading voice for ideological Pan-Africanism, fostering debate, intellectual dialogue, and recognition of African excellence. Through its annual PAP Global Awards, the organization honors individuals and institutions making significant contributions to Africa’s socio-political, economic, and cultural liberation.

Under the leadership of Andrew Irumba, PAP has attracted dignitaries, activists, and scholars from across the continent. The upcoming 8th edition of the PAP Global Awards—scheduled for August 30th, 2025 at Fairway Hotel in Kampala—is expected to draw participants from over 25 African countries.

Libya’s intended participation, if formalized, would mark a significant gesture of solidarity and cultural diplomacy at a time when ideological unity is sorely needed across Africa.

“Africa must speak with one voice,” Gaddafi once said. The inclusion of Libya in PAP’s flagship event could help revive that collective voice, grounded not only in political rhetoric but in people-to-people connections and intellectual exchange.
