Bundibugyo District Engineer Muhindo Bithi Robert has been charged before the Anti-Corruption Court over allegations that his failure to conduct a soil-bearing capacity test contributed to the collapse of a bridge constructed at a cost of Shs115 million.

Muhindo was arraigned on Wednesday by the State House Anti-Corruption Unit, working with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions. He was charged with causing financial loss to the Government and remanded until September 25, 2026.

Prosecutors allege that in 2024, while serving as Bundibugyo District Engineer, Muhindo, together with other individuals who have not been arrested, failed to conduct a soil-bearing capacity test before the design and construction of a bridge along the Tokwe-Kanyamwirima-Hakitara Road.

According to the allegations, the omission contravened the General Specifications for Road and Bridge Works, particularly Series 6000 on structures.

Investigators further allege that the failure to carry out the required test contributed to the eventual collapse of the bridge, which had cost the Government Shs115 million to construct.

The authorities say the case forms part of ongoing investigations into alleged corruption and financial mismanagement in local governments.

The prosecution and subsequent arraignment were announced by the State House Anti-Corruption Unit as part of the wider “Expose the Corrupt” campaign, which seeks to strengthen accountability and address alleged corruption in local government institutions.

Muhindo will remain on remand until September 25 when he is expected to return to court. The allegations against him remain subject to determination by the Anti-Corruption Court.
