The Commissioner General of Prisons has announced a series of key appointments, transfers and leave arrangements affecting senior and mid-level officers across the Uganda Prisons Service (UPS), in what officials describe as part of ongoing efforts to professionalise the institution and strengthen service delivery.

The changes, communicated in a press release dated February 12, 2026, take immediate effect and affect officers deployed across regional, district and main prison facilities nationwide.

Key Appointments

Among the notable appointments, Senior Superintendent of Prisons (SP) Geoffrey Agona has been named District Prisons Commander (DPC) for Kumi. Several Assistant Superintendents of Prisons (ASP) have also been appointed to head various prison facilities.

Anthony Kasozi takes charge as Officer in Charge (OC) of Ragem Prison, while Adrean Wajambuka has been appointed OC Patongo Main Prison. Dorothy Nampunde will head Magala Prison, and Kataate Tumwijukye becomes Deputy Officer in Charge at Murchison Bay Prison.
Other appointments include Sunday Tayu as OC Dokolo Prison, Agnes Namukasa as OC Kiburara Prison, Sam Obong Ongom as OC Kiyunga Prison, Koradi Twijukye as OC Ngogwe Prison and Ambrose Kiwuka as OC Odina Prison.

Nesterio Guy Besize has been appointed OC Erute Prison, while Angelica Tumushabe, a Senior Assistant Superintendent of Prisons (SASP), takes up the role of Staff Officer for East Central region.

At the level of Prisons Officers, Peter Nyangabyaki has been posted as OC Rubirizi Prison, Abdu Musiimenta as OC Kangulumira Prison, Isa Kyeswa Ziwa as Deputy Officer in Charge (D/OC) Kakuto Prison and Godfrey Mujwiga as D/OC Lwabenge Prison.
The reshuffle also includes transfers of senior officers to new stations. Sam Bagonza moves from OC Ragem to OC Kagadi Prison, while Edrine Kitumba has been transferred from Erute to Bulaula Prison.
Reagan Kiviri shifts from Olia to Loro Prison, and Esther Lamunu moves from Ngogwe to Luzira Women’s Prison. Stephen Kibirige has been transferred from Loro to Olia Prison.
Leonard Walukana leaves Kagadi for Kabonera Prison, Geoffrey Bogere moves from Rubirizi to Bushenyi Main Prison on duty assignment, and Donato Owor transfers from Pader Prisons to Upper Prison on duty.
Mathias Byamukama and Tito Niwakora have also been reassigned to Upper Prison on duty from Kigo Main Prison and Mbale Main Prison respectively.
Officers Granted Leave
In addition to the appointments and transfers, several officers have been granted leave.
SP Allen Malemo of Bulaula Prison and SP Stella Salume Atoo of Luzira Women’s Prison have each been granted 60 days of normal leave. SASP Ezra Mucunguzi of Dokolo Prison will take 90 days of normal leave.
ASP Kennedy Odyek Opio of Kiburara Prison and ASP Eria Rubihayo of Odina Prison have each been granted 60 days of normal leave.
Harriet Nabwire Gonza of Kabonera Prison will proceed on accumulated leave, while James Norbert Wokorach of Kangulumira Prison and Samuel Masembe of Galiraya Prison have each been granted 90 days of normal leave.
According to the statement signed by Frank Baine Mayanja, Senior Commissioner of Prisons and Service Spokesperson, all changes take immediate effect. Regional and District Prisons Commanders have been directed to ensure smooth handovers and takeovers at the affected stations.
The latest reshuffle underscores the Prisons Service’s continued focus on strengthening leadership structures, enhancing accountability and improving operational efficiency across the country’s correctional facilities.
