In a landmark development for civil registration in Uganda, the responsibility for marriage registration has officially been transferred from the Uganda Registration Services Bureau (URSB) to the National Identification and Registration Authority (NIRA). The handover ceremony, held today in Kampala, marked the implementation of recent legal amendments that redefine the custodianship of marriage records in the country.

Presiding over the event, the Registrar General delivered a heartfelt address emphasizing the historic nature of the transition and commending all stakeholders involved for their dedication to a seamless and transparent process.
“This moment marks the conclusion of a significant chapter and the beginning of another,” the Registrar General said. “The URSB has embraced this transition with professionalism, humility, and a deep sense of duty to the people of Uganda.”

The Registrar General noted that the move was executed in full compliance with directives from the Ministry of Finance, Planning and Economic Development, including the realignment of budgets and verification of relevant assets through a thorough Board of Survey.

Highlighting the spirit of collaboration, the Registrar General expressed gratitude to various government bodies, including the Ministries of Public Service and Justice and Constitutional Affairs, as well as the Boards and management teams of both URSB and NIRA. In particular, the National Identification and Registration Authority was praised for its “open arms” approach in receiving the marriage registration function and successfully onboarding former URSB staff.
“Let this not just be seen as a handover ceremony, but as a celebration of collaboration, good governance, and public service working as it should—for the people,” the Registrar General concluded.
Throughout the transition period, URSB extended critical support to NIRA by sharing resources such as office space, internet connectivity, and medical coverage to ensure uninterrupted service delivery to the public.
The Ministry of Public Service was also commended for organizing change management training for the transitioning staff, which played a crucial role in addressing concerns and facilitating a smooth shift in responsibilities.
This transfer is part of broader government efforts under the Rationalization of Public Expenditure framework to streamline services, enhance efficiency, and improve public sector coordination.
