Transport services at the Kamwenge stage in Fort Portal came to a standstill today as taxi operators, drivers, and conductors staged a sit-down strike demanding the immediate removal of their stage leader, Kadiri Mayanja, over allegations of extortion, abuse of power, and illegal daily tax collection.
The protest, which began on Monday evening, saw drivers sleep in their vehicles at the stage in a show of defiance. By early Tuesday morning, operations at the usually bustling Fort Portal–Kamwenge stage had completely halted, leaving scores of travelers stranded under the scorching sun.
“We’ve been here since 6 a.m., and not a single taxi is working,” said Agnes Kyomuhendo, a mother of two trying to reach Kamwenge. “People are tired, but the drivers also seem desperate.”
At the center of the standoff is Kadiri Mayanja, accused by drivers of running an unaccountable leadership and using threats and violence to enforce arbitrary fees. Operators claim he has been collecting UGX 15,000 daily from minibuses and UGX 8,000 from smaller vehicles — charges that contradict a presidential directive banning daily levies on taxi operators and vendors.
“He beats anyone who raises a complaint,” alleged James Kabagambe, a taxi driver. “Even when you report him to the police, he follows you there and intimidates you. Just like other officials, he should be transferred.”
Veteran driver Baguma Hussein said despite years of paying the daily fees, drivers have not benefited.
“When one of us dies, we can’t even raise UGX 200,000 for burial. The money just disappears,” Baguma stated, appealing to President Museveni to send a team to investigate.
Another driver, who requested anonymity, claimed to have paid more than UGX 14 million to Mayanja over 14 years.
“When I asked to see our cooperative’s financial records, he kicked me violently. I knelt down in tears and begged him to leave this stage,” he said.
Several operators alleged that Mayanja had previously been expelled from other taxi stages over similar misconduct before assuming leadership in Kamwenge.
In response to the protest, Businge Emmanuel, Deputy Resident City Commissioner (RCC) for Fort Portal Central Division, intervened, announcing a temporary suspension of all fee collections at the Kamwenge stage pending a full investigation.
“We’ve met with the drivers, conductors, and operators. We’ve agreed to halt all collections as we investigate the stage leadership and examine accountability issues,” Businge confirmed.
Following this announcement, taxi services resumed, offering temporary relief to stranded passengers. However, the operators warned that this was not a resolution, but a pause.
“This is not the end,” one driver remarked. “If Mayanja is not removed and transparency not ensured, we shall strike again.”
The protest has also reignited concerns over the inconsistent enforcement of President Museveni’s directive banning daily taxes on informal sector workers. While the policy aims to reduce financial strain on vendors and taxi operators, weak local enforcement has allowed unauthorized fees to persist in places like the Fort Portal–Kamwenge route.
As taxi operations return to normal, attention now turns to Fort Portal authorities to determine whether the protest will lead to lasting reforms or merely a temporary calm.
