Maj Gen Richard Otto Appointed As New Defence Intelligence Chief, Maj.Gen Birungi Dropped!

The Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, has appointed Major General Richard Otto as the new Chief of Defence Intelligence and Security (CDIS) for the Uganda People’s Defence Forces (UPDF).

Maj Gen Otto, who has been serving as the Commander of the Mountain Infantry Division based in Fort Portal, takes over from Major General James Birungi, who now replaces him as the new division commander.

The Mountain Infantry Division plays a critical role in regional security and also serves as the Joint Task Force Command for UPDF troops deployed under Operation Shujaa in eastern Democratic Republic of Congo (DRC), a mission focused on eliminating terrorist groups operating in the region.

The appointments, announced today by the UPDF, take immediate effect.

“The UPDF fraternity congratulates the General officers on their new appointments and wishes them good luck in their future endeavors,” said Colonel Chris Magezi, Acting Director of Defence Public Information.

The reshuffle signals a strategic move by the new CDF, Gen. Muhoozi, as he continues to streamline leadership within the military’s top ranks to bolster both internal and external security operations.
