Museveni Champions Grassroots Prosperity In Kasese With Ugx30 Million Boost To PDM Beneficiaries

President Yoweri Kaguta Museveni has reiterated his unwavering commitment to grassroots economic transformation through the Parish Development Model (PDM), delivering both financial support and a rallying call for unity and wealth creation across the Rwenzori region.

During his visit to Kasese District on Monday, the President donated Shs 20 million to Ms. Billa Peruse Muyinga, a visually impaired poultry farmer whose enterprise in Kizungu Cell, Nyakasanga 1 Ward, Nyamwamba Division, has flourished under the PDM initiative. In addition, he extended Shs 1 million to each of 10 other PDM beneficiaries, bringing his total direct contribution to Shs 30 million.

Inspecting Ms. Muyinga’s model farm, President Museveni praised her resilience and entrepreneurial spirit.

“Ms. Muyinga is a shining example that disability is not inability. Her determination and success should inspire others to take full advantage of the PDM to transform their lives,” he remarked.

The President used the occasion to urge the people of Kasese and the wider Rwenzori region to reject divisive and sectarian politics, instead embracing unity and the transformative agenda of the National Resistance Movement (NRM).

“My message of wealth creation goes back to the 1960s,” Museveni said. “It informed the NRM’s 1996 manifesto and led to key empowerment programs like Entandikwa, Operation Wealth Creation, Emyooga, and now the Parish Development Model. These are not just government slogans; they are practical tools for self-sufficiency.”

He underscored the significance of the 4-acre model under the PDM, describing it as a viable path toward household economic empowerment.

“Stop seeing agriculture as mere survival — it is a business. The 4-acre model can elevate entire families from poverty to prosperity,” he emphasized.

The visit comes at a critical moment as the government intensifies efforts to ensure PDM resources reach the most vulnerable, particularly rural and marginalized communities.

The event drew local leaders, PDM coordinators, and residents who welcomed the President’s visit and pledged to effectively utilize the resources provided.

President Museveni’s stop at Ms. Muyinga’s farm not only celebrated the growing success stories emerging from the PDM but also reinforced the inclusivity of the initiative — proving that with the right support, even traditionally underserved groups, including persons with disabilities, can thrive.
