Russian Company Hired To Manufacture Digital Car Number Plates Not Registered-Parliament

Members of Parliament on the Committees of Internal Affairs and Physical infrastructure have discovered that the Russian Company;- Joint Stock Company Global Security contracted to manufacture and provide digital car number plates to Uganda is not registered.

The two committees have spent over three days looking through the contracts the government awarded to the Russian company and according to sources, members of parliament were shocked to find out that Joint Stock Company Global Security has never been registered in Uganda as per the law and they were forced to summon the Attorney General and the Minister of Transport and Works.
The two; Attorney General Kilyowa Kiwanuka and Minister General Katumba Wamala are to face these committees to explain how an unregistered company acquired such a mage deal.
Sources also revealed that the lawmakers also turned down the amount of money that one must pay to get a digital number plate which is Shs735,000, yet the old number plate has been costing only Shs135,000.

The first phase of the project dubbed the Intelligent Transport Management System (ITMS)—digital monitoring and tracking system of motor vehicles and motorcycles in the country was projected to kick off in March 2023—covering all government vehicles.

The second phase will involve making beacon-equipped plates to cover all new vehicles on the road.

This is expected to start on July 1 with new cars coming into the country, before being rolled out to cars already on the road.

The third phase of the project will cover new digital plates to replace all ordinary plates currently on the road.

The Works ministry has already issued new registration plate regulations that guide for an inbuilt sensor embedded in a registration plate to be synchronized with an electronic device installed in the motor vehicle. 

The device is capable of indicating the real-time location of the motor vehicle and detecting unauthorized removal.

The regulations exempt tracking chips from vehicles belonging to diplomatic missions, UN agencies, the presidential motorcade, or any other special-purpose vehicle as the Works minister may prescribe.
