S.Sudan: President Kiir Again Shakes Up Top Security & Gov’t Ranks In Sweeping Appointments

South Sudanese President Salva Kiir Mayardit on Monday evening announced a wave of high-level appointments and promotions across key security and government institutions, signaling yet another reshuffle in the country’s top leadership circles.

Among the most notable changes is the promotion of Giir Ngok Ring Thiik to the rank of Lieutenant General, accompanied by his appointment as the new Deputy Director General of the General Intelligence Bureau (GIB), the external security branch of the National Security Services (NSS).

This move follows the redeployment of Gregory Deng Kuac — widely known to be the president’s brother-in-law — who was last week appointed Undersecretary in the Ministry of Defence and Veteran Affairs. Kuac had previously served in the same GIB leadership role now filled by Lt. Gen. Giir Ngok.

In a parallel development, Kiir elevated former National Communication Authority Managing Director, Napoleon Adok Gai, from Brigadier to the rank of Major General, further reinforcing his administration’s ongoing restructuring of the security apparatus.

The president also made key changes in the Ministry of Information. Martin Mabior Mawien was relieved of his duties as Undersecretary of Information, with Mawien Bulabek Chol Deng named as his replacement.

These latest presidential decrees, broadcast via the state-run South Sudan Broadcasting Corporation (SSBC), continue the pattern of silent reshuffles, as no official explanation was provided for the sweeping changes — a common practice in the Kiir administration.
