Ex-BoU Deputy Governor Kasekende In Hot Soup As Whistleblower Petitions IGG Over His Hidden Wealth

Former Bank of Uganda (BoU) deputy governor Dr Louis Kasekende aka Alibaba is in deep trouble after a concerned citizen petitioned the Inspector General of Government (IGG)  to investigate allegations that he clandestinely acquired wealth which he never declared as mandated by Leadership Code Act 2002.

According to the petition which was received by the IGG’s office on March 2, 2020, Kasekende has many properties in leafy Kampala suburbs like Luzira,  Buziga, Road,  Kololo, Naguru and along Mityana.

According to documents seen by Spy Uganda, Victor Acidir, a Senior Principal Inspectorate officer and Doreen Tumusiime, an inspectorate officer, are ones that undertook the inspection and verification of Kasekende’s wealth a few years ago.   

Information available from the petitioners indicates that he is alleged to have an account in one of the banks in Zambia and offshore accounts in other countries.

During his tenure at BoU, Kasekende was earning a monthly salary of Shs45  and Shs13 in allowances. However, what shocks many people is that despite receiving a humble salary, Kasekende managed to acquire multibillion properties which include; Plot 3 Ggaba Close valued at Shs2.1Bn, Plot 1475, Lubowa East in Wakiso (Shs2Bn), Plot 12 Corporation Road,   Ntinda (390m), Plot 2 Bukoto Rise, Naguru (Shs1.3Bn), Plot  2B Makindo Lane, Kololo(Shs2Bn) and Buloba Plot 706 Block 314 (Shs500).

With the exception of the Buloba plot which contains his residential home,    Kasekende built commercial houses on each of his plots of land all valued at Shs7.69BN.

He also added on his declaration form to the IGG that he collects rent of up to USD13,233 (about Shs50m) per month. However, some of these properties are in the names Moses Musitwa, who is Kasekende’s driver. He is alleged to have transferred ownership of the properties into Musitwa’s so as to avoid detection.

The Undeclared Wealth

Here below is some of the wealth allegedly owned by Kasekende which he never declared to the IGG;

He is said to have a business partner identified as Angelah Nasaali, who is based in Zambia, where she has a company dealing in mining called KASE-NASA Mining Limited. He has 60% shares while she has 40% and the company trades under account number 600123445001 in Cavmont Bank Limited (CBL).

He allegedly owns two houses in Naguru, along Kataremwa Road and another one near General Moses Ali’s residence.

The former Deputy BoU governor reportedly has a house and farm in Buloba along Mityana Road, houses/ apartments in Luzira, money in KCB bank in the names of Kasekende Paul which is being monitored by him, to mention but a few.

He also reportedly owns Plot 1738 (0.809 hectares), Plot 3213 (0.079 hectares), plot 1427 (3.647 hectares), plot 184 (2.7 hectares), plot 1754 (1.624 hectares) and plot 6102 (0.317 hectares). The plots are all found on block 314 in Buloba.

The petitioners also contend that Kasekende and his wife Judith Kasekende own properties in the United Kingdom which the IGG needs to investigate to ascertain how they acquired them.

He owns the other properties through proxies who include;

His brother Herman Kasekende, who also owns six plots in Nama, Birongo, Lukuli plus 2 plots in  Munyonyo and Kisugu.

Martin Kasekende, his other family member owns land in Kiruddu, Kyambogo View Street.

Investigations also show that Harriet L. Kasekende owns plot 990 in Kiwatule, Mengo.

George Kasekende owns land at Mpererwe, Barbara Kahubire also has lucrative land in Munyonyo.

It should, however, be noted that although Kasekende was involved in the selling of Crane Bank and chaired all meeting that led to the sale.

However, he shocked Ugandans and parliamentarians when he told the Committee on Statutory Authorities and State Enterprises (COSASE) that there were no minutes pertaining to the sale.

It is suspected that he might have pocketed huge kickbacks from the quick and shady sale of tycoon Sudhir Ruparelia’s   Crane Bank to dfcu bank. He feared however that should minutes of the  Crane Sale land in the hands of legislators then a lot would have been at stake and he would have perhaps been exposed.
